Ama Enternasyonal&#8217;i \u00f6l\u00fcms\u00fczle\u015ftirecek ve h\u0131zla yerk\u00fcre \u00fczerine yayacak devrim 1871 Paris Kom\u00fcn\u00fc&#8217;ne nasip olmu\u015ftu. Ve s\u00f6z\u00fcn\u00fc \u015f\u00f6yle tamaml\u0131yordu: &#8220;<em>Paris\u2019te saklanan kom\u00fcnc\u00fc Eugene Pottier taraf\u0131ndan 1871 Temmuzunda yaz\u0131lan \u015fark\u0131 \u2018Enternasyonal\u2019 Kom\u00fcnden do\u011fdu\u201d<\/em><a href=\"#_ftn1\" name=\"_ftnref1\"><strong>[1]<\/strong><\/a><\/p>\n<p><strong>DEVR\u0130MLER \u00dcLKES\u0130 FRANSA <\/strong><\/p>\n<p>Asl\u0131nda 1871\u2019e gelmeden \u00f6nce de Fransa bir devrimler ve ayaklanmalar \u00fclkesiydi. 1789 burjuva devrimi, domino ta\u015f\u0131 etkisi yaparak b\u00fct\u00fcn \u00fclkelerde ulusal demokratik hareketleri y\u00fckseltmi\u015f, \u00e7a\u011fa damgas\u0131n\u0131 vurmu\u015ftu. Ama 1789 Frans\u0131z Devrimi, feodalizmi y\u0131kmakla ve \u00f6zg\u00fcrl\u00fckler alan\u0131n\u0131 geni\u015fletmekle birlikte i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n taleplerini kulak arkas\u0131 etmi\u015fti.\u00a0Bilakis egemenli\u011fi ele ge\u00e7iren burjuvazi, amans\u0131z bir emek s\u00f6m\u00fcr\u00fcs\u00fcne giri\u015fmi\u015fti.<\/p>\n<p>\u00d6te yandan, Fransa\u2019da yeni kurulan burjuva parlamenter sistem ile yeniden monar\u015fiye d\u00f6nme aray\u0131\u015flar\u0131 (darbeler, komplolar vs.) birbirleriyle \u00e7arp\u0131\u015fmaktan hi\u00e7 vazge\u00e7medi. Ne ki 1830 ve 1848 ayaklanmalar\u0131nda ba\u011f\u0131ms\u0131z bir s\u0131n\u0131f olarak varl\u0131\u011f\u0131n\u0131 hissettirmeye ba\u015flayan proletarya hem burjuva \u201cyeni d\u00fczen\u201din, hem de eskiyi arzulayan monar\u015fizmin temellerini sarsm\u0131\u015ft\u0131 bir kez. Dolay\u0131s\u0131yla bir devrimler \u00fclkesi olarak Fransa, Karl Marx ve Friedrich Engels&#8217;e ait devrimci fikirlerin -Marksizm&#8217;in- kendi do\u011frulu\u011funu test etmesi i\u00e7in de muazzam bir sahayd\u0131.<\/p>\n<p>Tarihin, \u00f6n\u00fc al\u0131namaz \u015fekilde proleter devrimlere gidece\u011fini, Paris Kom\u00fcn\u00fc\u2019nden y\u0131llar \u00f6nce Karl Marx, 1848 Devrimini irdeleyen kitab\u0131nda anlatm\u0131\u015ft\u0131. Her sayfas\u0131 dam\u0131t\u0131lm\u0131\u015f derslerle dolu kitab\u0131n \u00d6ns\u00f6z\u2019\u00fcnde Engels bunu \u015fu c\u00fcmlelerle anlat\u0131yordu:<\/p>\n<p>\u201c<em>\u2026Tam on alt\u0131 y\u00fczy\u0131l \u00f6nce Roma \u0130mparatorlu\u011fu\u2019nda da devrimci bir parti ortal\u0131\u011f\u0131 kas\u0131p kavuruyordu. Bu parti dinin ve devletin b\u00fct\u00fcn temellerini oyuyordu. \u0130mparatorun iradesinin en y\u00fcce yasa oldu\u011funu a\u00e7\u0131k\u00e7a reddediyordu; vatans\u0131z ve enternasyonaldi.<\/em>\u201d<a href=\"#_ftn2\" name=\"_ftnref2\"><em>[2]<\/em><\/a><\/p>\n<p>Engels\u2019in ifade etti\u011fi bu \u201c<em>parti<\/em>\u201d H\u0131ristiyanl\u0131ktan ba\u015fka bir \u015fey de\u011fildi! Ger\u00e7ekten de \u0130sa\u2019dan sonra 303 y\u0131l\u0131nda \u0130znik\u2019te ayaklanan H\u0131ristiyanlar imparatorun oturdu\u011fu saray\u0131 ate\u015fe vermi\u015flerdi. Bunun \u00fczerine imparator b\u00fcy\u00fck bir k\u0131y\u0131m yaparak \u00f6\u00e7 alm\u0131\u015ft\u0131. Ama \u00e7ok ge\u00e7meden, imparatorluk ordusunun \u00e7o\u011funlu\u011fu H\u0131ristiyanlardan olu\u015fuyor olacakt\u0131! Engels\u2019in -yolda\u015f\u0131 Marx&#8217;a at\u0131f yaparak- sundu\u011fu bu al\u0131nt\u0131da, gelecek ku\u015faklara g\u00f6sterdi\u011fi ger\u00e7ek \u015fuydu: Burjuvazi ne kadar vah\u015fice sald\u0131r\u0131rsa sald\u0131rs\u0131n, proleter devrimlerin ve kom\u00fcnizmin \u00f6n\u00fc al\u0131namayacak ve bu yeni toplum d\u00fczeni er ya da ge\u00e7 t\u00fcm d\u00fcnyay\u0131 saracakt\u0131.<\/p>\n<p><strong>KOM\u00dcN, MARX&#8217;I DO\u011eRULUYOR<\/strong><\/p>\n<p>1871 bahar\u0131yd\u0131. 18 Mart Devrimi\u2019nin \u00fczerinden neredeyse bir ay ge\u00e7mi\u015fti ve ku\u015fatma alt\u0131ndaki Kom\u00fcn h\u00e2l\u00e2 dimdik ayaktayd\u0131. Ve i\u015fte, Marx&#8217;\u0131n \u00f6ng\u00f6r\u00fcleri Avrupa&#8217;n\u0131n kalbinde do\u011frulan\u0131yordu.<\/p>\n<p>Enternasyonal\u2019in g\u00f6z\u00fc kula\u011f\u0131 Paris\u2019in \u00fczerindeydi. Geli\u015fmeleri Londra\u2019da, s\u00fcrg\u00fcnde takip eden Karl Marx, d\u00f6rt bir yana mektup ve makaleler yeti\u015ftiriyordu. Mektuplardan bir k\u0131sm\u0131 do\u011frudan Paris\u2019e, devrimin merkezine giderken; di\u011ferleri \u00e7e\u015fitli \u00fclkelerdeki Enternasyonal \u00fcyelerine ula\u015f\u0131yordu. 12 Nisan 1871 tarihli mektup Almanya\u2019n\u0131n Hannover kentine ula\u015ft\u0131\u011f\u0131nda Ludwig Kugelmann \u015fu sat\u0131rlar\u0131 okuyacakt\u0131:<\/p>\n<p>\u201cNe b\u00fcy\u00fck bir esneklik, ne b\u00fcy\u00fck bir tarihsel giri\u015fkenlik, ne b\u00fcy\u00fck bir \u00f6zveri yetene\u011fi ile bezeli \u015fu Parisliler! D\u00fc\u015fmandan da \u00e7ok i\u00e7 ihanet taraf\u0131ndan 6 ay boyunca a\u00e7 b\u0131rak\u0131l\u0131p y\u0131k\u0131ma u\u011frat\u0131ld\u0131ktan sonra, sanki Fransa ile Almanya aras\u0131nda hi\u00e7bir sava\u015f olmam\u0131\u015f, sanki yabanc\u0131 hi\u00e7bir zaman Paris kap\u0131lar\u0131na dayanmam\u0131\u015f gibi, Prusya s\u00fcng\u00fcleri alt\u0131nda ba\u015fkald\u0131r\u0131yorlar!\u201d<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a><\/p>\n<p>Marx, ba\u015f\u0131ndan itibaren Kom\u00fcn&#8217;\u00fcn \u00f6nemi, Kom\u00fcn&#8217;\u00fcn \u00f6nceki devrimlerle i\u00e7sel ba\u011f\u0131 ve ama \u00f6nceki devrimleri de a\u015fan proleter\/sosyalist \u00f6zelli\u011fi \u00fczerine \u00e7ok say\u0131da makale kaleme ald\u0131. Hen\u00fcz 30 May\u0131s 1871&#8217;de (Son Kom\u00fcnarlar Belleville tepesinde esir d\u00fc\u015ft\u00fckten sadece iki g\u00fcn sonra) Enternasyonal Genel Konseyi kar\u015f\u0131s\u0131nda \u015fu keskin saptamay\u0131 yapt\u0131:<\/p>\n<p>&#8220;<em>Fransa\u2019da 1789\u2019dan sonraki iktisadi ve siyasal geli\u015fme sonucu, 50 y\u0131ldan beri Paris\u2019te hi\u00e7bir devrim, proleter bir niteli\u011fe b\u00fcr\u00fcnmeden patlak vermedi. \u00d6yle ki zaferden sonra, onu kan\u0131 pahas\u0131na sat\u0131n alan proletarya, kendi \u00f6z istemleriyle sahneye giriyordu. Bu istemler, Paris i\u015f\u00e7ileri taraf\u0131ndan eri\u015filmi\u015f bulunan olgunluk derecesine g\u00f6re, az \u00e7ok bulan\u0131k, hatta kar\u0131\u015f\u0131k bir nitelik ta\u015f\u0131yorlard\u0131. Ama k\u0131sacas\u0131, hepsi de kapitalistler ve i\u015f\u00e7iler aras\u0131ndaki kar\u015f\u0131tl\u0131\u011f\u0131n ortadan kald\u0131r\u0131lmas\u0131n\u0131 ama\u00e7l\u0131yordu. Bu i\u015fin nas\u0131l yap\u0131laca\u011f\u0131 ise, do\u011frusunu s\u00f6ylemek gerekirse bilinmiyordu. Ancak ne kadar belirsiz bir bi\u00e7imde ileri s\u00fcr\u00fclm\u00fc\u015f olursa olsun iste\u011fin kendisi, tek ba\u015f\u0131na kurulu toplumsal d\u00fczen bak\u0131m\u0131ndan bir tehlike i\u00e7eriyordu. Bu iste\u011fi ileri s\u00fcren i\u015f\u00e7iler, hen\u00fcz silahl\u0131 idiler. \u00d6yleyse iktidarda olan burjuvalar\u0131n ilk g\u00f6revi, i\u015f\u00e7ilerin silahs\u0131zland\u0131r\u0131lmas\u0131yd\u0131. Bundan \u00f6t\u00fcr\u00fc, i\u015f\u00e7ilerin kan\u0131 pahas\u0131na kazan\u0131lm\u0131\u015f her devrimden sonra, i\u015f\u00e7ilerin yenilgisi ile sonu\u00e7lanan yeni bir sava\u015f\u0131m patlak veriyordu. <\/em><\/p>\n<p>\u201c<em>Bu ilk kez 1848\u2019de b\u00f6yle oldu. Parlamenter muhalefetin liberal burjuvalar\u0131, kendi partilerinin egemenli\u011fini g\u00fcvence alt\u0131na alacak se\u00e7im reformunun yap\u0131lmas\u0131n\u0131 istedikleri \u015f\u00f6lenler d\u00fczenliyorlard\u0131. H\u00fck\u00fcmete kar\u015f\u0131 sava\u015f\u0131mlar\u0131nda halka giderek daha \u00e7ok dayanmak zorunda kald\u0131klar\u0131 i\u00e7in gitgide burjuvazi ve k\u00fc\u00e7\u00fck burjuvazinin radikal ve cumhuriyet\u00e7i katmanlar\u0131na \u00fcst\u00fcnl\u00fck tan\u0131malar\u0131 gerekiyordu. Ama bu katmanlar\u0131n arkas\u0131nda da devrimci i\u015f\u00e7iler vard\u0131 ve bu i\u015f\u00e7iler 1830\u2019dan ba\u015flayarak burjuvalar\u0131n ve hatta cumhuriyet\u00e7ilerin d\u00fc\u015f\u00fcnd\u00fcklerinden \u00e7ok daha b\u00fcy\u00fck bir siyasal ba\u011f\u0131ms\u0131zl\u0131k kazanm\u0131\u015f bulunuyorlard\u0131. H\u00fck\u00fcmet ve muhalefet aras\u0131ndaki bunal\u0131m patlak verince i\u015f\u00e7iler sokak sava\u015flar\u0131na giri\u015ftiler. Ne Louis Philippe kald\u0131 ne de se\u00e7im reformu; Louis Philippe\u2019in yerine zaferi kazanan i\u015f\u00e7ilerin adland\u0131rd\u0131klar\u0131 gibi \u201ctoplumsal\u201d cumhuriyet kuruldu. Toplumsal cumhuriyetten ne anla\u015f\u0131lmas\u0131 gerekti\u011finiyse kimse, hatta i\u015f\u00e7iler bile pek bilmiyordu. Ama \u015fimdi i\u015f\u00e7ilerin silahlar\u0131 vard\u0131 ve devlet i\u00e7inde bir g\u00fc\u00e7 olu\u015fturuyorlard\u0131. Bundan \u00f6t\u00fcr\u00fc cumhuriyet\u00e7i burjuvalar, iktidara ge\u00e7ince ayaklar\u0131n\u0131n alt\u0131ndaki topra\u011f\u0131n daha sa\u011flam bir duruma geldi\u011fini sezer sezmez, ilk ama\u00e7lar\u0131 i\u015f\u00e7ileri silahs\u0131zland\u0131rmak oldu. Bu i\u015f \u015f\u00f6yle yap\u0131ld\u0131: Verilen s\u00f6zler \u00e7i\u011fnendi, proletarya a\u00e7\u0131k\u00e7a a\u015fa\u011f\u0131land\u0131, i\u015fsizler uzak bir ile s\u00fcr\u00fclmeye giri\u015fildi ve b\u00f6ylece i\u015f\u00e7iler Haziran 1848 ayaklanmas\u0131na zorland\u0131. H\u00fck\u00fcmet say\u0131ca \u00fcst\u00fcn g\u00fc\u00e7ler toplamaya dikkat etmi\u015fti. Be\u015f g\u00fcnl\u00fck kahramanca bir sava\u015ftan sonra, i\u015f\u00e7iler ezildi. Bunun \u00fczerine savunmas\u0131z tutsaklar aras\u0131nda, Roma Cumhuriyetinin y\u0131k\u0131lmas\u0131n\u0131 haz\u0131rlayan i\u00e7 sava\u015flardan bu yana e\u015fi benzeri g\u00f6r\u00fclmeyen bir insan k\u0131y\u0131m\u0131na giri\u015fildi. Proletarya kendi \u00f6z \u00e7\u0131karlar\u0131 i\u00e7in ve kendi \u00f6z istemleriyle ayr\u0131 bir s\u0131n\u0131f olarak burjuvazinin kar\u015f\u0131s\u0131na \u00e7\u0131kma c\u00fcretinde bulunur bulunmaz burjuvazi, \u00f6\u00e7 almada hangi \u00e7\u0131lg\u0131nca y\u0131rt\u0131c\u0131l\u0131\u011fa kadar y\u00fckselebilece\u011fini ilk kez g\u00f6steriyordu. Gene de 1871 burjuvazinin kudurganl\u0131\u011f\u0131 kar\u015f\u0131s\u0131nda 1848, hen\u00fcz bir \u00e7ocuk oyunundan ba\u015fka bir \u015fey de\u011fildi&#8230;<\/em>&#8220;<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a><\/p>\n<p><strong>SAVA\u015eA KAR\u015eI ENTERNASYONAL\u0130ZM<\/strong><\/p>\n<p>1871 Paris ayaklanmas\u0131na ruhunu veren \u015fey, ta 1848\u2019de Kom\u00fcnistler Birli\u011fi taraf\u0131ndan yay\u0131mlanan Kom\u00fcnist Manifesto ilkelerinde sakl\u0131yd\u0131: Yeni s\u00f6m\u00fcr\u00fc alanlar\u0131 ve payla\u015f\u0131m sava\u015flar\u0131na g\u00f6z\u00fcn\u00fc a\u00e7an kapitalizm \u201culusal\u201d \u00f6rt\u00fc arkas\u0131na saklan\u0131yor ve emek\u00e7i s\u0131n\u0131flar\u0131 birbirine bo\u011fazlat\u0131yordu. Oysa <em>Manifesto <\/em>bunun kar\u015f\u0131s\u0131na s\u0131n\u0131f sava\u015f\u0131n\u0131 koyuyor ve i\u015f\u00e7i s\u0131n\u0131f\u0131na ulusal s\u0131n\u0131rlar\u0131 a\u015fan enternasyonal bir m\u00fccadele \u00e7a\u011fr\u0131s\u0131 yap\u0131yordu. Enternasyonal (Uluslararas\u0131 Emek\u00e7iler Derne\u011fi), \u201culusal\u201d \u00f6rt\u00fc arkas\u0131na s\u0131\u011f\u0131narak devreye konan b\u00fct\u00fcn haks\u0131z sava\u015flara kar\u015f\u0131yd\u0131.<\/p>\n<p>1848 Devrimi\u2019nin kanla bast\u0131r\u0131lmas\u0131n\u0131 1851 Bonapartist darbesi izledi. Bonaparte, Fransa\u2019y\u0131 i\u00e7eride bask\u0131 ve yasaklarla y\u00f6netmeye \u00e7al\u0131\u015f\u0131rken, -gerici rejimini ayakta tutmak ad\u0131na- d\u0131\u015far\u0131da hep bir sava\u015fa gereksindi. Prusya (Eski Alman imparatorlu\u011fu) ile ya\u015fanan muharebeler ise Bonaparte rejiminin istikrar\u0131 i\u00e7in bulunmaz f\u0131rsatlard\u0131.<\/p>\n<p>Emek\u00e7ileri birbirine bo\u011fazlatan sava\u015f giri\u015fimleri kar\u015f\u0131s\u0131nda Marx ve arkada\u015flar\u0131 proletaryaya \u015fu \u00e7a\u011fr\u0131y\u0131 yapacaklard\u0131:\u00a0\u201c<em>Sava\u015f adil midir? Sava\u015f ulusal m\u0131d\u0131r? Hay\u0131r! Sava\u015f bir hanedan sava\u015f\u0131d\u0131r. \u0130nsanl\u0131k, demokrasi ve Fransa\u2019n\u0131n \u00e7\u0131karlar\u0131 ad\u0131na, Enternasyonal\u2019in sava\u015fa kar\u015f\u0131 protestosuna tamamen ve var g\u00fcc\u00fcm\u00fczle kat\u0131l\u0131yoruz.<\/em>\u201d<a href=\"#_ftn5\" name=\"_ftnref5\">[5]<\/a><\/p>\n<p>1860\u2019l\u0131 y\u0131llarda da \u015fovenizm tehlikesine dikkat \u00e7eken Marx ve arkada\u015flar\u0131 y\u00fcksek sesle \u015fu soruyu soruyorlard\u0131: \u201c<em>E\u011fer emek\u00e7i s\u0131n\u0131flar\u0131n kurtulu\u015fu, onlar\u0131n birlik ve karde\u015fle\u015fmesini gerektiriyorsa, canice niyetler izleyen bir d\u0131\u015f siyaset, birbirlerine kar\u015f\u0131 ulusal \u00f6nyarg\u0131lar dikti\u011fi ve korsanl\u0131k sava\u015flar\u0131nda halk\u0131n kan\u0131n\u0131 ve mal\u0131n\u0131 sa\u00e7\u0131p savurdu\u011fu s\u00fcrece, bu s\u0131n\u0131flar bu b\u00fcy\u00fck g\u00f6revin \u00fcstesinden nas\u0131l gelebilir?<\/em> <em>Avrupa dengesi ve ulusal onur bahanesi ileri s\u00fcr\u00fclerek, siyasal niyetler d\u00fcnya bar\u0131\u015f\u0131n\u0131 tehdit ediyor.
