B\u00fct\u00fcn bu gerici geli\u015fmelere ku\u015fkusuz daha pek \u00e7ok \u015fey eklenebilir. Bu tespitler genel olarak, uzak ve belirsiz bir gelecekte ger\u00e7ekle\u015febilecek bir rejim olarak de\u011fil, yak\u0131n bir tehlike olarak fa\u015fizmin in\u015fas\u0131na i\u015faret ediyor. Bu durum kar\u015f\u0131s\u0131nda, politik m\u00fccadelelerde, olas\u0131l\u0131k ve geli\u015fme tahminleri \u00fczerinden de\u011fil, \u00fclkenin i\u00e7inde bulundu\u011fu durumun ger\u00e7ek tablosundan hareket etmek, m\u00fccadele \u00e7izgisinin verili somut ger\u00e7eklikler \u00fczerinden \u00e7izilmesi gerekir.<\/p>\n<p>\u00dclkenin ger\u00e7e\u011fi bu olunca, i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n m\u00fccadelesinin bu tablonun neresinde yer ald\u0131\u011f\u0131 ve alaca\u011f\u0131 temel bir sorun olarak kar\u015f\u0131m\u0131za \u00e7\u0131k\u0131yor. \u00c7\u00fcnk\u00fc i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n hem s\u0131n\u0131f olarak hem de grev, genel grev, genel politik grev, genel direni\u015f vb. gibi kendine \u00f6zg\u00fc eylem bi\u00e7imleriyle politik m\u00fccadeleye kat\u0131lmas\u0131 ile bunlar olmadan geli\u015fen bir politik m\u00fccadele aras\u0131nda b\u00fcy\u00fck farklar vard\u0131r. \u0130\u015f\u00e7i s\u0131n\u0131f\u0131 ve emek\u00e7i y\u0131\u011f\u0131nlar hemen her g\u00fcn haklar\u0131 ve talepleri i\u00e7in bulunduklar\u0131 fabrika ve i\u015f yerinde i\u015fbirlik\u00e7i tekelci sermayeye ve genel olarak burjuvaziye, onun iktidar\u0131na kar\u015f\u0131 ekonomik ve sosyal haklar i\u00e7in, sendikala\u015fmak i\u00e7in m\u00fccadeleye at\u0131l\u0131yorlar. Bu m\u00fccadelelerin talepleri, kapsamlar\u0131, zamansall\u0131klar\u0131 farkl\u0131 olabiliyor. Ama b\u00fct\u00fcn bu m\u00fccadeleler bir b\u00fct\u00fcn olarak \u00fclkede i\u015f\u00e7i s\u0131n\u0131f\u0131 ve emek\u00e7i y\u0131\u011f\u0131nlar\u0131n ekonomik ve politik hareketlerinin toplam\u0131n\u0131 olu\u015fturuyor. Y\u00fczeysel bir bak\u0131\u015f, bu m\u00fccadelelerin birbiri ile hi\u00e7bir ili\u015fkilerinin olmad\u0131\u011f\u0131n\u0131, ortak bir ama\u00e7 g\u00fctmediklerini, hep ayr\u0131 yollardan y\u00fcr\u00fcd\u00fckleri san\u0131s\u0131na kolayca kap\u0131labilir.<\/p>\n<p>Oysa b\u00fct\u00fcn bu m\u00fccadeleleri harekete ge\u00e7iren temelde ortak bir zeminin varl\u0131\u011f\u0131d\u0131r. Bu zemin sermaye d\u00fczeni, vah\u015fi kapitalist s\u00f6m\u00fcr\u00fc, bu s\u00f6m\u00fcr\u00fcy\u00fc g\u00fcvence alt\u0131na alan g\u00fcncel sermaye iktidarlar\u0131 ve onlar\u0131n emek\u00e7i s\u0131n\u0131flar\u0131n ya\u015famlar\u0131n\u0131 do\u011frudan etkileyen politik ve ekonomik kararlar\u0131, genel olarak do\u011fru bir tespitle IMF\u2019siz IMF programlar\u0131 olarak nitelenen bu kararlar\u0131 uygulamaya sokan d\u00f6nemsel programlar\u0131d\u0131r. B\u00fct\u00fcn bu nedenler i\u015f\u00e7i s\u0131n\u0131f\u0131 ve emek\u00e7ilerin m\u00fccadelelerinin \u00fczerinde y\u00fckseldi\u011fi ortak zemini olu\u015fturur ve onlar\u0131n iradeleri d\u0131\u015f\u0131ndaki nesnel, maddi bir ger\u00e7ekliktir. Bu zemin ayn\u0131 zamanda onlar\u0131n ortak bir m\u00fccadeleye y\u00f6nelebilecekleri temele de i\u015faret eder. Bu m\u00fccadelelerin birbiri ile ba\u011f kurmas\u0131, ortakla\u015fmas\u0131, hedefe birlikte vurmas\u0131, s\u0131n\u0131f\u0131n ba\u011f\u0131ms\u0131z politik bir hareketine d\u00f6n\u00fc\u015fmesi ise art\u0131k b\u00fct\u00fcn\u00fcyle \u00f6rg\u00fctlenme ve bilin\u00e7 sorunudur. Soruna b\u00f6yle bak\u0131ld\u0131\u011f\u0131nda sorun ayd\u0131nlan\u0131r; i\u015f\u00e7i ve emek\u00e7i y\u0131\u011f\u0131nlar\u0131n m\u00fccadelesinin bir zincirin halkalar\u0131 gibi birbirine ba\u011fland\u0131\u011f\u0131, emek\u00e7i halk hareketinin b\u00fct\u00fcn\u00fcn\u00fc olu\u015fturdu\u011fu, ba\u011f\u0131ms\u0131z olarak \u00f6rg\u00fctlenebilirlerse \u00fclkenin kaderini tayin etme g\u00fcc\u00fcne ula\u015fabilece\u011fi g\u00f6r\u00fclebilir.<\/p>\n<p>Fabrika ve i\u015fyerlerinde tek tek m\u00fccadeleye at\u0131lan i\u015f\u00e7i ve emek\u00e7ilerin m\u00fccadele ettikleri zemin ortak, bu m\u00fccadelede hedefe koyduklar\u0131 sermaye ve onun iktidar\u0131 da ortak d\u00fc\u015fmand\u0131r. Ama bu m\u00fccadeleler ekonomik m\u00fccadele s\u0131n\u0131rlar\u0131nda kalarak kal\u0131c\u0131 bir zafere d\u00f6n\u00fc\u015femeyece\u011fi gibi, kendili\u011finden bu m\u00fccadelelerin birle\u015fmesine ve ortakla\u015f\u0131p dayan\u0131\u015fmas\u0131na da g\u00f6t\u00fcremez. Burada sendikalar\u0131n bu i\u015fi ba\u015farabilecekleri ileri s\u00fcr\u00fclebilir. Ancak mevcut sendikalar\u0131n, sendika b\u00fcrokratlar\u0131n\u0131n ve a\u011falar\u0131n\u0131n kontrol\u00fcnde oldu\u011fu ger\u00e7e\u011fi bir yana b\u0131rak\u0131lsa bile, sendikalar, politik sorunlara ilgi g\u00f6sterdikleri durumlarda dahi -ki bu olumlu bir geli\u015fmedir, sendikalar politik m\u00fccadeleye dahil olmal\u0131d\u0131r- as\u0131l olarak ekonomik m\u00fccadelenin \u00f6rg\u00fctleridir ve i\u015f\u00e7i s\u0131n\u0131f\u0131 ve emek\u00e7i y\u0131\u011f\u0131nlar ekonomik ve sosyal kazan\u0131mlar\u0131n\u0131 politik zaferlerle g\u00fcvenceye almadan kal\u0131c\u0131 ba\u015far\u0131lar elde edemezler. G\u00fcvence i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n ba\u011f\u0131ms\u0131z politik hareketinde, \u00f6rg\u00fctlenmesinde ve m\u00fccadelesindedir. \u0130\u015f\u00e7i s\u0131n\u0131f\u0131 bu m\u00fccadeleyi parti olarak \u00f6rg\u00fctlenerek tutarl\u0131, kararl\u0131 ve istikrarl\u0131 hale getirebilir, nihai olarak sermayeyi devirme, kendi iktidar\u0131n\u0131 kurma amac\u0131n\u0131 ger\u00e7ekle\u015ftirebilir.<\/p>\n<p>Her devrimin temel sorununun iktidar sorunu oldu\u011fu ger\u00e7e\u011fi \u00e7ok iyi bilinir. Ama iktidar bir hamlede al\u0131nabilecek, uzun politik m\u00fccadeleler olmadan ula\u015f\u0131labilecek bir hedef de\u011fildir. \u0130\u015f\u00e7i s\u0131n\u0131f\u0131; sermaye iktidar\u0131n\u0131 devirmek i\u00e7in politik m\u00fccadeleye at\u0131lmak, onun \u00f6n\u00fcne \u00e7\u0131kard\u0131\u011f\u0131 somut sorunlarla ba\u015f edebilecek, karma\u015f\u0131km\u0131\u015f gibi g\u00f6r\u00fcnen s\u00fcre\u00e7lerde, girdi\u011fi her m\u00fccadeleyi \u00f6rg\u00fct\u00fcn\u00fc, bilincini, tecr\u00fcbesini geli\u015ftirerek sermayeyi devirme ve iktidar\u0131n\u0131 kurma nihai hedefine bir ad\u0131m daha yakla\u015fmas\u0131n\u0131 sa\u011flayacak bir perspektife sahip olmak, her m\u00fccadeleyi bu i\u00e7 ba\u011fla birbirine ba\u011flamak zorundad\u0131r.<\/p>\n<p>\u0130\u015fte burada politik m\u00fccadelenin i\u00e7inde ger\u00e7ekle\u015fti\u011fi somut ko\u015fullar sorunu ortaya \u00e7\u0131kmaktad\u0131r. Her \u00fclke farkl\u0131 politik ko\u015fullar i\u00e7erisindedir. Baz\u0131 \u00fclkelerde politik hak ve \u00f6zg\u00fcrl\u00fckler, \u00f6rg\u00fctlenme, sendika se\u00e7me \u00f6zg\u00fcrl\u00fc\u011f\u00fc, s\u00f6z ve bas\u0131n \u00f6zg\u00fcrl\u00fc\u011f\u00fc emek\u00e7i s\u0131n\u0131flar\u0131n uzun s\u00fcren m\u00fccadeleleri sonucu kazan\u0131lm\u0131\u015ft\u0131r ve i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n emek\u00e7i y\u0131\u011f\u0131nlara \u00f6nderlik ederek onlar\u0131 sermayeyi devirme amac\u0131na y\u00f6neltme m\u00fccadelesi, siyasi demokrasi ko\u015fullar\u0131nda -emperyalizm d\u00f6neminde olduk\u00e7a g\u00fcd\u00fckle\u015fmi\u015f de olsa, burjuva demokrasisinin varl\u0131\u011f\u0131 ko\u015fullar\u0131- ger\u00e7ekle\u015fir. S\u00f6m\u00fcr\u00fcc\u00fc egemen s\u0131n\u0131flar\u0131n bu m\u00fccadelenin geli\u015fmesinden duyduklar\u0131 korkuyla bask\u0131ya, ter\u00f6re, fa\u015fizme ba\u015fvurmalar\u0131, s\u0131n\u0131f\u0131n ve emek\u00e7i y\u0131\u011f\u0131nlar\u0131n da daha sert ve zorlu m\u00fccadele ko\u015fullar\u0131na haz\u0131rlanmas\u0131n\u0131 zorunlu k\u0131lar. Kar\u015f\u0131-devrim ve devrim birbirlerini g\u00fc\u00e7lendirerek nihai kap\u0131\u015fmaya do\u011fru giderler.<\/p>\n<p>Tam da burada sorulmas\u0131 ve yan\u0131tlanmas\u0131 gereken soru \u015fudur: \u00dclkemizde temel politik sorun nedir ve i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n bu sorun kar\u015f\u0131s\u0131nda tutumu ne olmal\u0131d\u0131r? Bu soruya \u00f6nce genel bir yan\u0131t vermek gerekir. \u00dclkemiz emperyalizme ba\u011f\u0131ml\u0131, siyasi demokrasi sorununu k\u00f6kl\u00fc olarak \u00e7\u00f6zememi\u015f, egemen s\u0131n\u0131flar\u0131n ge\u00e7mi\u015fte ordu eliyle a\u00e7\u0131k askeri fa\u015fist diktat\u00f6rl\u00fck kurdu\u011fu bir d\u00f6nemden ge\u00e7mi\u015ftir. \u00dclke \u015fimdi de g\u00fcncel olarak ya\u015fand\u0131\u011f\u0131 gibi AKP iktidar\u0131 eliyle yeniden a\u00e7\u0131k\u00e7a bir fa\u015fist diktat\u00f6rl\u00fc\u011f\u00fcn kurulmaya \u00e7al\u0131\u015f\u0131ld\u0131\u011f\u0131 politik ko\u015fullar\u0131 ya\u015famaktad\u0131r. Bu politik ger\u00e7ek i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n g\u00f6rmezden gelebilece\u011fi, s\u0131rt\u0131n\u0131 d\u00f6nebilece\u011fi, \u00fczerinden atlay\u0131p ge\u00e7ebilece\u011fi bir ger\u00e7ek de\u011fildir. Nedeni ise \u00e7ok a\u00e7\u0131kt\u0131r: \u0130\u015f\u00e7i s\u0131n\u0131f\u0131 ba\u015fta sendikala\u015fma, sendika se\u00e7me \u00f6zg\u00fcrl\u00fc\u011f\u00fc ve s\u00f6z, bas\u0131n, \u00f6rg\u00fctlenme, demokratik g\u00f6steri ve toplanma vb. gibi di\u011fer temel hak ve \u00f6zg\u00fcrl\u00fcklerin elde edildi\u011fi ve kullan\u0131labildi\u011fi ko\u015fullarda kendi m\u00fccadelesini daha rahat s\u00fcrd\u00fcrebilir, sermayeyi devirme m\u00fccadelesinde daha elveri\u015fli m\u00fccadele ara\u00e7lar\u0131na sahip olabilir. Buradan do\u011fal olarak ekonomik m\u00fccadele ile politik m\u00fccadelenin i\u00e7 i\u00e7e ge\u00e7mesinin zorunlu oldu\u011fu sonucu \u00e7\u0131kmaktad\u0131r.<\/p>\n<p>Bug\u00fcn m\u00fccadeleye at\u0131lan her i\u015f\u00e7i att\u0131\u011f\u0131 daha ilk ad\u0131mda kar\u015f\u0131s\u0131nda sermaye ve onun iktidar\u0131n\u0131n zorbal\u0131\u011f\u0131 ile kar\u015f\u0131la\u015faca\u011f\u0131n\u0131 bilir ve bunun tecr\u00fcbesini zaten g\u00fcncel m\u00fccadelesinde edinmektedir. Bu tecr\u00fcbe \u00f6z\u00fcnde i\u015f\u00e7i kitlelerinin b\u00fcy\u00fck b\u00f6l\u00fcm\u00fc hen\u00fcz bilincine varmasa i\u015f\u00e7inin kar\u015f\u0131s\u0131nda da \u201cpatron\u201d olarak v\u00fccut bulan kapitalizme, emperyalizmin i\u015fbirlik\u00e7isi tekellere kar\u015f\u0131 bir m\u00fccadeledir. Erdo\u011fan iktidar\u0131n\u0131n \u201cgrevleri yasaklamakla, b\u00fcy\u00fck sermaye i\u00e7in grevleri sorun olmaktan \u00e7\u0131karmakla\u201d \u00f6v\u00fcnen bir iktidar oldu\u011funu s\u0131n\u0131f bilin\u00e7li, uyan\u0131\u015f i\u00e7ine giren her i\u015f\u00e7i zaten \u00e7ok iyi bilmekte, uyan\u0131\u015f i\u00e7ine giren her i\u015f\u00e7i de \u00f6\u011frenmektedir. \u00d6rne\u011fin 15-16 Temmuz darbe giri\u015fiminden sonra Erdo\u011fan\u2019\u0131n s\u00f6yledi\u011fi \u015fu s\u00f6zler: \u201c<em>Ola\u011fan\u00fcst\u00fc hali biz i\u015f d\u00fcnyam\u0131z daha iyi \u00e7al\u0131\u015fs\u0131n diye yap\u0131yoruz.\u00a0 Soruyorum, i\u015f d\u00fcnyan\u0131zda herhangi bir s\u0131k\u0131nt\u0131n\u0131z, aksaman\u0131z var m\u0131? Biz g\u00f6reve geldi\u011fimizde OHAL vard\u0131. Ama b\u00fct\u00fcn fabrikalar grev tehdidi alt\u0131ndayd\u0131. Diyoruz ki hay\u0131r, burada greve m\u00fcsaade etmiyoruz, \u00e7\u00fcnk\u00fc i\u015f d\u00fcnyam\u0131z\u0131 sarsamazs\u0131n\u0131z<\/em>.\u201d Ku\u015fkusuz Erdo\u011fan iktidar\u0131 d\u00f6neminde grev yasak\u00e7\u0131l\u0131\u011f\u0131 OHAL\u2019le s\u0131n\u0131rl\u0131 kalmad\u0131 ve 22 grev yasakland\u0131.<\/p>\n<p>\u0130\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n i\u015fbirlik\u00e7i b\u00fcy\u00fck sermayenin mevcut iktidar\u0131na kar\u015f\u0131 politik bir m\u00fccadeleye girmedi\u011fi ko\u015fullarda, kendini de do\u011frudan ilgilendiren demokratik hak ve \u00f6zg\u00fcrl\u00fcklerin kazan\u0131lmas\u0131 imk\u00e2ns\u0131z de\u011filse de, bu kazan\u0131m hem \u00e7ok g\u00fcd\u00fck ve istikrars\u0131z olacakt\u0131r hem de i\u015f\u00e7i s\u0131n\u0131f\u0131 bu m\u00fccadeleye girmeden, sermayeyi devirme m\u00fccadelesinde de gerekli birikime ve tecr\u00fcbeye sahip olamayacakt\u0131r. <strong>\u0130\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n iktidar i\u00e7in m\u00fccadele eden bir s\u0131n\u0131f d\u00fczeyine y\u00fckselmesinin temel ko\u015fulu,<\/strong> demokrasi ve ba\u011f\u0131ms\u0131zl\u0131k m\u00fccadelesine t\u00fcm g\u00fcc\u00fcyle kat\u0131lmas\u0131, i\u015fbirlik\u00e7i egemen s\u0131n\u0131flar\u0131n fa\u015fist iktidar kurmak i\u00e7in att\u0131klar\u0131 ad\u0131mlar\u0131 engelleyebilmek i\u00e7in toplumun di\u011fer emek\u00e7i kesimlerinin ve mevcut durumdan zarar g\u00f6ren s\u0131n\u0131f ve tabakalar\u0131n\u0131n \u00f6nderli\u011fini \u00fcstlenmeyi ba\u015farabilmesi gerekir. Bu m\u00fccadele do\u011fas\u0131 gere\u011fi politik bir m\u00fccadeledir ve her politik m\u00fccadelenin temel amac\u0131 iktidar i\u00e7in y\u00fcr\u00fct\u00fclecek m\u00fccadeledir. \u0130\u015f\u00e7i s\u0131n\u0131f\u0131 bu okuldan ge\u00e7meden sermayeyi devirmeyi, kendini sermayeye ba\u011flayan zincirleri k\u0131rmay\u0131 ba\u015faramayacakt\u0131r. Demokratik hak ve \u00f6zg\u00fcrl\u00fckler, demokrasinin halk\u00e7\u0131 bir karakter kazanmas\u0131, halk\u0131n egemenli\u011finde bir demokrasinin kurulmas\u0131, i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n nihai olarak s\u0131n\u0131fs\u0131z bir toplum kurma m\u00fccadelesinin ayr\u0131lmaz bir bile\u015fenidir. Toplumun geni\u015f kesimleri, uygulanan bask\u0131lara kar\u015f\u0131 demokrasi istemekte, hak ve \u00f6zg\u00fcrl\u00fckler talep etmekte, ezilen ulus e\u015fit haklar talebini \u00f6ne s\u00fcrmektedir. \u0130\u015f\u00e7i s\u0131n\u0131f\u0131 ba\u011f\u0131ms\u0131z politik hareketini in\u015fa etmeyi ba\u015farabilirse; s\u00fcrekli yayg\u0131nla\u015ft\u0131r\u0131lmak istenen T\u00fcrk \u015fovenizmine, bask\u0131 ve ter\u00f6r yasalar\u0131na, toplumsal, sosyal hayat\u0131n s\u00fcrekli gericile\u015ftirilmesine kar\u015f\u0131, toplumun ezici \u00e7o\u011funlu\u011funu \u00e7evresinde birle\u015ftirme ve ortak d\u00fc\u015fmana kar\u015f\u0131 m\u00fccadeleye sevk etme yetene\u011fini g\u00f6sterebilecektir. Bunun ba\u015far\u0131lmas\u0131 durumunda, i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n g\u00fcncel m\u00fccadelesi ve eyleminin demokratik i\u00e7eri\u011fi tutarl\u0131, bununla birlikte kulland\u0131\u011f\u0131 ara\u00e7lar ve m\u00fccadele bi\u00e7imleri \u2013grevler, genel grevler, politik g\u00f6steriler vb.\u2013 proleter nitelikli olacak, m\u00fccadelenin nihai olarak sermayeyi devirme amac\u0131na do\u011fru bir bi\u00e7imde ba\u011flanmas\u0131 sa\u011flanacakt\u0131r.
