Fakat bu se\u00e7imin \u00f6ncellerine g\u00f6re ay\u0131rt edici \u00f6zelli\u011fi \u201c<em>tek partili sistem<\/em>\u201dden \u201c<em>\u00e7ok partili sistem<\/em>\u201de ge\u00e7i\u015f yap\u0131lan 1946 se\u00e7imleri sonras\u0131 Cumhuriyet d\u00f6neminin en kritik se\u00e7imi olmas\u0131. \u00d6yle ki, ortaya \u00e7\u0131kacak sonuca ba\u011fl\u0131 olarak, ya 2018 y\u0131l\u0131nda devreye giren \u201c<em>tek adam y\u00f6netimi<\/em>\u201d ceberut, antidemokratik gerici bir burjuva diktat\u00f6rl\u00fc\u011f\u00fcnden ad\u0131m ad\u0131m ilerledi\u011fi \u201c<em>fa\u015fist diktat\u00f6rl\u00fck<\/em>\u201de d\u00f6n\u00fc\u015fmek \u00fczere \u00e7ok \u00f6nemli bir merhaleyi daha geride b\u0131rakm\u0131\u015f olacakt\u0131r; ya da tersi. Yani, \u201c<em>tek adam y\u00f6netimi<\/em>\u201dnin tasfiye edilmesi i\u00e7in bir kap\u0131 aralanacak, burjuva \u00e7er\u00e7evede kalsa da \u201c<em>demokratikle\u015fme<\/em>\u201dye belli \u00f6l\u00e7\u00fcde alan a\u00e7\u0131lacakt\u0131r. \u00dclkenin gelece\u011finin do\u011frudan etkilenece\u011fi b\u00f6yle bir denklemden hi\u00e7 ku\u015fkusuz en fazla etkilenecek kesimlerin ba\u015f\u0131nda \u201c<em>demokrasi<\/em>\u201dye en fazla ihtiya\u00e7 duyan i\u015f\u00e7i s\u0131n\u0131f\u0131 gelmektedir.<\/p>\n<p>2008 d\u00fcnya ekonomik krizinden itibaren i\u015f\u00e7i s\u0131n\u0131f\u0131 \u00fczerindeki bask\u0131 ve s\u00f6m\u00fcr\u00fc daha da artm\u0131\u015f; \u201c<em>tek adam y\u00f6netimi<\/em>\u201dne ge\u00e7i\u015f, 2018 y\u0131l\u0131nda patlak veren ekonomik kriz ve pandemi ko\u015fullar\u0131 bunu katmerlendirmi\u015ftir. Artan hayat pahal\u0131l\u0131\u011f\u0131, reel al\u0131m g\u00fcc\u00fcn\u00fcn d\u00fc\u015fmesi, \u00e7al\u0131\u015fma ko\u015fullar\u0131n\u0131n a\u011f\u0131rla\u015fmas\u0131, derinle\u015fen yoksulla\u015fma i\u015f\u00e7iler ve emek\u00e7iler i\u00e7in katlan\u0131lamaz boyuta ula\u015fm\u0131\u015ft\u0131r.<\/p>\n<p>Bu y\u00fczden gerek ya\u015fanan bu s\u00fcre\u00e7 ve gerekse 20 y\u0131ll\u0131k bir iktidar olman\u0131n beraberinde getirdi\u011fi y\u0131pranm\u0131\u015fl\u0131k g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda, i\u015f\u00e7i s\u0131n\u0131f\u0131ndan bu kez AKP ve Erdo\u011fan\u2019a (Cumhur ittifak\u0131na) \u00f6nceki se\u00e7imlerdeki d\u00fczeyde oy gelmeyece\u011fi \u00f6ng\u00f6r\u00fclebilir. Fakat bunun ne boyutta olaca\u011f\u0131 hen\u00fcz muammad\u0131r. \u00c7\u00fcnk\u00fc bilin\u00e7 ve \u00f6rg\u00fctlenme d\u00fczeyi dikkate al\u0131nd\u0131\u011f\u0131nda g\u00f6r\u00fcnen odur ki, i\u015f\u00e7iler aras\u0131nda \u2013ya\u015fanan s\u00fcrecin kendili\u011finden \u201c<em>getirdikleri<\/em>\u201dnin \u00f6tesine ge\u00e7erek\u2013 AKP, Erdo\u011fan ve \u201c<em>Cumhur ittifak\u0131<\/em>\u201dn\u0131n s\u0131n\u0131f temelini g\u00f6rebilecek \u00f6l\u00e7ekte bir bilin\u00e7 (s\u0131n\u0131f bilinci) hen\u00fcz yeterince olu\u015fmu\u015f de\u011fil.<\/p>\n<p>2002 se\u00e7iminden ba\u015flayarak emek\u00e7ilerin AKP ve Erdo\u011fan\u2019\u0131n b\u00fcy\u00fck oy dev\u015firdi\u011fi ba\u015fl\u0131ca kitle oldu\u011fu bilinmektedir. Se\u00e7im sonucu i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131 etkiledi\u011fi kadar i\u015f\u00e7i ve emek\u00e7ilerin ald\u0131\u011f\u0131 tutum da se\u00e7im sonucunu etkilemektedir; hem de belirleyici d\u00fczeyde. Bu y\u00fczden bu \u00f6l\u00e7\u00fcde kritik bir se\u00e7imde i\u015f\u00e7ilerin alaca\u011f\u0131 tutum hayati bir \u00f6nem kazanm\u0131\u015ft\u0131r.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>AKP\u2019nin kurulu\u015fu ve s\u0131n\u0131fsal konumlan\u0131\u015f\u0131 <\/strong><\/p>\n<p>AKP 2001 ekonomik krizi sonucu siyasal sistemin merkez partilerinin \u00e7\u00f6k\u00fc\u015f\u00fc \u00fczerine uluslararas\u0131 mali sermaye ve i\u015fbirlik\u00e7i tekelci burjuvazi eliyle \u201c<em>iktidar bloku<\/em>\u201d olarak \u00f6rg\u00fctlenmi\u015f bir siyasal odakt\u0131r. Kitle dayana\u011f\u0131 k\u0131r ve kentin k\u00fc\u00e7\u00fck burjuvazisi ve orta burjuvazi (Anadolu kaplanlar\u0131\/KOB\u0130\u2019ler) olmas\u0131na kar\u015f\u0131n, ilk andan itibaren tekelci burjuvazinin \u00e7\u0131karlar\u0131n\u0131 esas alan bir parti olmu\u015ftur. Ger\u00e7ek buyken AKP t\u00fcm toplum kesimlerini kucaklayan bir parti oldu\u011funu ileri s\u00fcrm\u00fc\u015f; fakat bunu di\u011fer d\u00fczen partileriyle k\u0131yasland\u0131\u011f\u0131nda \u00e7ok daha \u201c<em>ikna edici<\/em>\u201d bi\u00e7imde s\u00f6ylemi\u015ftir.<\/p>\n<p>Bununla birlikte bir siyasal partinin \u2013en ba\u015fta temsilcisi oldu\u011fu s\u0131n\u0131f olmak \u00fczere\u2013 toplumsal s\u0131n\u0131f ve tabakalarla olan ili\u015fkisi en \u00f6zl\u00fc ifadesini demagojik s\u00f6ylemlerde de\u011fil, \u201c<em>parti program\u0131<\/em>\u201dnda bulur. Kongre, konferans belgeleri, se\u00e7im bildirgeleri gibi temel materyaller de bu konuda \u00f6nemli ip u\u00e7lar\u0131 sunar.<\/p>\n<p>Bu \u00e7er\u00e7evede modern burjuva kapitalist toplumu olu\u015fturan iki ana s\u0131n\u0131f (burjuvazi ve proletarya) a\u00e7\u0131s\u0131ndan AKP program\u0131na bakt\u0131\u011f\u0131m\u0131zda tablo \u00f6zetle \u015fudur: Onlarca b\u00f6l\u00fcm, y\u00fczlerce madde i\u00e7inde i\u015f\u00e7ilerin \u00e7\u0131kar\u0131na olan tek somut madde \u201c<em>\u00d6rg\u00fctlenme \u00f6zg\u00fcrl\u00fc\u011f\u00fcn\u00fcn \u00f6n\u00fc a\u00e7\u0131lacak, sendikala\u015fma te\u015fvik edilecek, kamu g\u00f6revlilerinin grevli ve toplu s\u00f6zle\u015fmeli sendikal haklar ve \u00f6zg\u00fcrl\u00fcklere kavu\u015fturulmas\u0131 i\u00e7in gereken mevzuat de\u011fi\u015fiklikleri ger\u00e7ekle\u015ftirilecektir<\/em>\u201d maddesidir. Programda bir de \u201c<em>\u0130\u015fsizli\u011fi azaltmak, hayat pahal\u0131l\u0131\u011f\u0131n\u0131 \u00f6nlemek ve gelir da\u011f\u0131l\u0131m\u0131nda adaleti sa\u011flamak<\/em>\u201dtan s\u00f6z eden bir madde var. Fakat ayn\u0131 b\u00f6l\u00fcmde yer alan \u201c<em>\u0130\u015f g\u00fcvencesi, i\u015f\u00e7i ve i\u015fverenleri ma\u011fdur etmeyecek \u015fekilde hayata ge\u00e7irilecek ve i\u015fsizlik sigortas\u0131 uygulamas\u0131 geli\u015ftirilecektir<\/em>\u201d c\u00fcmlesi, ger\u00e7ekte bu maddenin patronlar\u0131n \u00e7\u0131karlar\u0131n\u0131 perdelemek i\u00e7in geli\u015ftirilen bir form\u00fclasyon oldu\u011funu g\u00f6steriyor.<\/p>\n<p>Sermaye ve burjuvaziye gelince, program tamamen onlar i\u00e7indir:<\/p>\n<p>\u201c<em>\u00d6zelle\u015ftirmeyi daha rasyonel bir ekonomik yap\u0131n\u0131n olu\u015fmas\u0131 i\u00e7in \u00f6nemli bir ara\u00e7 olarak g\u00f6r\u00fcr.<\/em>\u201d<\/p>\n<p>\u201c<em>Te\u015febb\u00fcs \u00f6zg\u00fcrl\u00fc\u011f\u00fcn\u00fc ger\u00e7ekle\u015ftirerek, \u00f6zel te\u015febb\u00fcse hamle yapt\u0131racak siyasi, b\u00fcrokratik ve anlay\u0131\u015f de\u011fi\u015fimini sa\u011flamak.<\/em>\u201d<\/p>\n<p>\u201c<em>\u0130\u015fg\u00fcc\u00fc maliyetini azalt\u0131c\u0131 ve istihdam\u0131 te\u015fvik edici yasal d\u00fczenlemeler h\u0131zla tamamlanacakt\u0131r.<\/em>\u201d<\/p>\n<p>\u201c<em>\u00d6zel sekt\u00f6r\u00fcn \u00fcretim ve rekabet g\u00fcc\u00fcn\u00fcn art\u0131r\u0131lmas\u0131 i\u00e7in istihdam maliyetlerini azaltacakt\u0131r.<\/em>\u201d<\/p>\n<p>\u201c<em>T\u00fcm kurum ve kurallar\u0131yla i\u015fleyen piyasa ekonomisinden yanad\u0131r.<\/em>\u201d<\/p>\n<p>\u201c<em>Devletin ilke olarak her t\u00fcrl\u00fc ekonomik faaliyetin d\u0131\u015f\u0131nda olmas\u0131 gerekti\u011fini benimser.<\/em>\u201d<\/p>\n<p>\u201c<em>Ekonomi politikalar\u0131n\u0131n belirlenmesine ve uygulanmas\u0131na, ba\u015fta ticaret ve sanayi odalar\u0131 olmak \u00fczere, ekonomiyle ilgili t\u00fcm sivil toplum kurulu\u015flar\u0131n\u0131n kat\u0131l\u0131mlar\u0131n\u0131 sa\u011flayacakt\u0131r.<\/em>\u201d<\/p>\n<p>Bunlar, \u201c<em>AKP Program\u0131<\/em>\u201dndan se\u00e7ti\u011fimiz baz\u0131 maddeler. Yoksa finans sisteminden vergi sistemine, ihale yasas\u0131ndan tar\u0131msal alanda yap\u0131lacak d\u00fczenlemelere, yabanc\u0131 sermayeye sa\u011flanacak kolayl\u0131klardan sermayeye sa\u011flanacak te\u015fviklere varana dek mevcut sistemin sermayenin \u00e7\u0131karlar\u0131na y\u00f6nelik olarak yeniden yap\u0131land\u0131r\u0131lmas\u0131 program\u0131n ruhunu ve \u00f6z\u00fcn\u00fc olu\u015fturuyor. K\u0131saca ifade etmek gerekirse, AKP ba\u015ftan sona \u201c<em>rafine bir sermaye program\u0131<\/em>\u201dn\u0131 ilke edinerek ortaya \u00e7\u0131km\u0131\u015f bir partidir.<\/p>\n<p>Peki, bu program d\u0131\u015f\u0131nda AKP emek\u00e7i y\u0131\u011f\u0131nlar\u0131n kar\u015f\u0131s\u0131na \u00e7\u0131k\u0131p oylar\u0131na talip oldu\u011fu Kas\u0131m 2002 se\u00e7imlerinde i\u015f\u00e7i ve emek\u00e7ilere ne s\u00f6ylemi\u015f, ne vaat etmi\u015ftir? AKP\u2019nin 2002 \u201c<em>Se\u00e7im Bildirgesi<\/em>\u201dnde de i\u015f\u00e7i ve emek\u00e7iler i\u00e7in demagojik d\u00fczeyde olsun vaat olarak somut bir \u015fey bulmak m\u00fcmk\u00fcn de\u011fil. Somut vaatler t\u00fcm\u00fcyle sermayeye y\u00f6neliktir. Bunlar\u0131n ba\u015f\u0131nda \u00f6zelle\u015ftirmeleri ve \u201c<em>esnek \u00e7al\u0131\u015fma<\/em>\u201dn\u0131n yasal altyap\u0131s\u0131n\u0131 s\u00fcratle ger\u00e7ekle\u015ftirmek kararl\u0131l\u0131\u011f\u0131 var. T\u0131pk\u0131 parti program\u0131nda oldu\u011fu gibi, sermayenin \u00e7\u0131karlar\u0131yla talepleri, bildirgenin her paragraf\u0131na sinmi\u015ftir.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>\u0130ktidardaki AKP <\/strong><\/p>\n<p>AKP, antidemokratik se\u00e7im sisteminin de yard\u0131m\u0131yla %34,3 oran\u0131nda oy almas\u0131na ra\u011fmen mecliste %66 oran\u0131nda bir temsiliyeti ele ge\u00e7irerek iktidar oldu. Ve mecliste sa\u011flad\u0131\u011f\u0131 bu \u00e7o\u011funlu\u011fa dayanarak h\u0131zla program\u0131n\u0131 hayata ge\u00e7irmeye y\u00f6neldi. AKP\u2019nin amac\u0131 \u00fclkeyi sermaye i\u00e7in dikensiz bir g\u00fcl bah\u00e7esine \u00e7evirmekti. Kabul etmek gerekir ki, gelinen yerde bunu \u00f6nemli oranda ba\u015fard\u0131. Bunun sonucunda bug\u00fcn i\u015f\u00e7i s\u0131n\u0131f\u0131 mutlak anlamda bir yoksulla\u015fman\u0131n pen\u00e7esine d\u00fc\u015fm\u00fc\u015f bulunmaktad\u0131r. \u00c7al\u0131\u015fma ko\u015fullar\u0131 son derece a\u011f\u0131rla\u015fm\u0131\u015ft\u0131r. \u0130\u015f\u00e7iler \u00f6rg\u00fcts\u00fczl\u00fck ve g\u00fcvencesizli\u011fin h\u00fck\u00fcm s\u00fcrd\u00fc\u011f\u00fc bir \u00e7al\u0131\u015fma d\u00fczeninin i\u00e7ine itilmi\u015ftir.<\/p>\n<p>AKP d\u00f6neminde \u0130\u015f Kanunu, Sendikalar ve Toplu \u0130\u015f S\u00f6zle\u015fmesi Kanunu, Sosyal Sigortalar ve Genel Sa\u011fl\u0131k Sigortas\u0131 Kanunu, \u0130\u015f Sa\u011fl\u0131\u011f\u0131 ve G\u00fcvenli\u011fi Kanunu gibi i\u015f\u00e7ileri ilgilendiren \u0130\u015f ve Sosyal G\u00fcvenlik Hukuku\u2019nun temel kanunlar\u0131 tamamen de\u011fi\u015ftirilmi\u015ftir. Bu de\u011fi\u015fikliklerin ortak \u00f6zelli\u011fi, sermayenin ihtiya\u00e7lar\u0131na uygun d\u00fczenlemeler olmalar\u0131d\u0131r.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong><em>4857 Say\u0131l\u0131 \u0130\u015f Kanunu<\/em><\/strong><\/p>\n<p>2002 y\u0131l\u0131n\u0131n Kas\u0131m ay\u0131nda iktidara geldikten sonra AKP\u2019nin \u00e7\u0131kard\u0131\u011f\u0131 temel yasalardan bir \u201c<em>\u0130\u015f Kanunu<\/em>\u201d oldu. \u0130\u015f Kanunu, \u00e7al\u0131\u015fma d\u00fczenine ili\u015fkin bir kurallar b\u00fct\u00fcn\u00fcd\u00fcr ve s\u0131n\u0131f m\u00fccadelesinde i\u015f\u00e7ilerin haklar\u0131n\u0131n asgari s\u0131n\u0131rlar\u0131n\u0131 belirlemesi bak\u0131m\u0131ndan \u00f6nemlidir. 10.06.2003 tarihinde y\u00fcr\u00fcrl\u00fc\u011fe giren 4857 Say\u0131l\u0131 \u0130\u015f Kanunu, yakla\u015f\u0131k otuz y\u0131l y\u00fcr\u00fcrl\u00fckte kalan 1475 Say\u0131l\u0131 \u0130\u015f Kanunu \u2013k\u0131dem tazminat\u0131na ili\u015fkin 14. maddesi hari\u00e7\u2013 y\u00fcr\u00fcrl\u00fckten kald\u0131rm\u0131\u015ft\u0131r. O d\u00f6nemde ba\u015fta T\u00fcrk-\u0130\u015f b\u00fcrokrasisi ba\u015fta olmak \u00fczere sendika b\u00fcrokratlar\u0131 \u201c<em>K\u0131dem tazminat\u0131 k\u0131rm\u0131z\u0131 \u00e7izgimiz, dokundurtmay\u0131z<\/em>\u201d diyerek yalanc\u0131 pehlivan pe\u015frevi \u00e7eke dursun, yeni kanun esnek \u00e7al\u0131\u015fmay\u0131 yasal zemine kavu\u015fturarak, patronlara eme\u011fi ihtiya\u00e7lar\u0131na uygun zaman ve s\u00fcrelerde s\u00f6m\u00fcrme imkan\u0131 tan\u0131yarak, mevcut \u00e7al\u0131\u015fma d\u00fczeninin alt\u0131na bombay\u0131 \u00e7oktan koymu\u015ftu. K\u0131sacas\u0131, \u201c<em>de\u011firmeni sel g\u00f6t\u00fcr\u00fcrken<\/em>\u201d sendikal b\u00fcrokrasi \u201c<em>g\u00f6r\u00fcnt\u00fcy\u00fc kurtarma<\/em>\u201d pe\u015findeydi.<\/p>\n<p>Kanunla gelen esnek \u00e7al\u0131\u015fma d\u00fczenlemelerinin ba\u015fl\u0131calar\u0131 \u015f\u00f6yledir:<\/p>\n<p><strong>Ta\u015feron d\u00fczenlemesi (Alt \u0130\u015fveren &#8211; As\u0131l \u0130\u015fveren): <\/strong>Yasada yap\u0131lan de\u011fi\u015fiklikle as\u0131l i\u015fveren-alt i\u015fveren (ta\u015feronluk) ili\u015fkisi yeniden tan\u0131mlanm\u0131\u015ft\u0131r. B\u00f6ylece as\u0131l i\u015fin dahi ta\u015ferona devrinin \u00f6n\u00fc a\u00e7\u0131lm\u0131\u015ft\u0131r. Ayr\u0131ca kamu kurumlar\u0131n\u0131n \u00f6zel yasalar\u0131nda bulunmas\u0131 halinde, as\u0131l i\u015f ta\u015ferona devredilebilmektedir. AKP d\u00f6neminde t\u00fcm kamu kurumlar\u0131n\u0131n kurulu\u015f kanunlar\u0131nda de\u011fi\u015fiklik yap\u0131larak, as\u0131l i\u015fin alt i\u015fverene devredilmesinin \u00f6n\u00fcn\u00fc a\u00e7an yasal d\u00fczenlemeler getirilmi\u015ftir. Patronlar, i\u015f\u00e7ileri ka\u011f\u0131t \u00fczerinde alt i\u015fverenlerde g\u00f6stererek, hem sendikal \u00f6rg\u00fctlenmeyi engellemek hem de \u00e7al\u0131\u015fan say\u0131s\u0131na ba\u011fl\u0131 y\u00fck\u00fcml\u00fcl\u00fcklerinden kurtulmak imkan\u0131 bulmu\u015ftur.<\/p>\n<p><strong>Ge\u00e7ici i\u015f ili\u015fkisi: <\/strong>Buna g\u00f6re bir patron, \u201c<em>yaz\u0131l\u0131 r\u0131zas\u0131n\u0131 almak<\/em>\u201d (!) suretiyle bir i\u015f\u00e7iyi; yapmakta oldu\u011fu i\u015fe benzer i\u015flerde \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131 ko\u015fuluyla ba\u015fka bir patrona ge\u00e7ici olarak devredebilmektedir. Ayr\u0131ca yasada 2016 y\u0131l\u0131nda yap\u0131lan yeni bir de\u011fi\u015fiklikle, \u00f6zel istihdam b\u00fcrolar\u0131n\u0131n ge\u00e7ici i\u015f ili\u015fkisinde arac\u0131l\u0131k yapmas\u0131 sa\u011flanm\u0131\u015f, kiral\u0131k i\u015f\u00e7ilik yasal olarak m\u00fcmk\u00fcn k\u0131l\u0131nm\u0131\u015ft\u0131r. B\u00f6ylelikle, herhangi bir i\u015fyerinde \u00e7al\u0131\u015fan i\u015f\u00e7ilerin bir b\u00f6l\u00fcm\u00fc o patronun i\u015f\u00e7isi dahi olmamaktad\u0131r. \u00d6zel istihdam b\u00fcrolar\u0131n\u0131n i\u015f\u00e7ilerle yapt\u0131klar\u0131 s\u00f6zle\u015fmeler belirli s\u00fcreli say\u0131lmakta, i\u015f\u00e7inin k\u0131dem\/ihbar tazminat\u0131 talep hakk\u0131 ve i\u015fe iade davas\u0131 a\u00e7ma hakk\u0131 bulunmamaktad\u0131r. Bu i\u015f\u00e7iler i\u015fyerinde \u00f6rg\u00fctl\u00fc sendikaya da \u00fcye olamamaktad\u0131r. Yetki tespitine itiraz halinde Toplu \u0130\u015f S\u00f6zle\u015fmesi ba\u011f\u0131tlayabilmek hukuki yollarla imkans\u0131z hale getirilmi\u015ftir. Bu oran 2000-2008 aras\u0131 en az y\u00fczde 43, 2000 \u00f6ncesi ise en az y\u00fczde 60\u2019t\u0131. Prim g\u00fcn say\u0131s\u0131 5 bini ge\u00e7ti\u011finde ise, s\u0131ras\u0131yla y\u00fczde 65 ve y\u00fczde 76\u2019ya kadar \u00e7\u0131k\u0131yordu. G\u00fcn\u00fcm\u00fczde emekli maa\u015flar\u0131 asgari \u00fccretin yar\u0131s\u0131 d\u00fczeyine geriledi.<\/p>\n<p>Emeklilik ya\u015f\u0131 AKP \u00f6ncesi kad\u0131nlarda 58, erkeklerde 60\u2019a \u00e7\u0131kart\u0131lm\u0131\u015fken, 2008 d\u00fczenlemesiyle kademeli olarak 65\u2019e y\u00fckseltildi. Emeklilik i\u00e7in gerekli prim g\u00fcn say\u0131s\u0131ysa 9000\u2019e \u00e7\u0131kart\u0131ld\u0131. Yine bu yasa ile kamusal sa\u011fl\u0131k hizmetlerinden yararlanma hakk\u0131 k\u0131s\u0131tlan\u0131rken, SGK\u2019n\u0131n ila\u00e7 ve tedavi katk\u0131 pay\u0131 d\u00fc\u015f\u00fcr\u00fcld\u00fc.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>BES<\/strong><\/p>\n<p>2016 y\u0131l\u0131nda \u00e7\u0131kart\u0131lan bir yasa ile 2017 y\u0131l\u0131ndan itibaren zorunlu Bireysel Emeklilik Sistemi uygulamas\u0131 ba\u015flat\u0131ld\u0131. BES te\u015fvik edildi ve zorunlu BES uygulamas\u0131yla i\u015f\u00e7ilerin gelirinin bir b\u00f6l\u00fcm\u00fcne sermaye aktar\u0131lmak i\u00e7in fon olu\u015fturmak \u00fczere el kondu.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Zorunlu arabuluculuk<\/strong><\/p>\n<p>2017 y\u0131l\u0131nda \u00e7\u0131kart\u0131lan yasa ile 1 Ocak 2018\u2019den itibaren i\u015f davalar\u0131nda zorunlu arabuluculuk uygulamas\u0131 getirildi. Arabuluculuk e\u015fitler aras\u0131nda olumlu sonu\u00e7lar do\u011furabilir, ancak kapitalizm ko\u015fullar\u0131nda i\u015f\u00e7i ve patronun e\u015fit iki taraf oldu\u011funu iddia etmek m\u00fcmk\u00fcn de\u011fildir. \u0130\u015f\u00e7i zay\u0131ft\u0131r, temel haklar\u0131n\u0131 bile tek ba\u015f\u0131na iken fiilen kullanamaz. Bu nedenle \u00f6rg\u00fctlenir, sendika kurar ve birle\u015ferek g\u00fc\u00e7lenebilir. Ancak bu kadar\u0131 AKP, Erdo\u011fan ve \u201c<em>tek adam y\u00f6netimi<\/em>\u201dnin i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n haklar\u0131n\u0131 geri g\u00f6t\u00fcrmek i\u00e7in ne kadar \u00e7ok \u00e7al\u0131\u015ft\u0131\u011f\u0131n\u0131 g\u00f6rmek i\u00e7in yeterlidir. \u0130\u015f\u00e7ilerin i\u015f g\u00fcvenli\u011fi ve i\u015f g\u00fcvencesinden mahrum olarak \u00e7al\u0131\u015fmaya zorlanmalar\u0131 sonucu i\u015f cinayetleri 20 kat artarken, hak arama yollar\u0131 da (sendikal \u00f6rg\u00fctlenme hakk\u0131, s\u0131n\u0131rs\u0131z grev ve genel grev hakk\u0131) b\u00fcy\u00fck \u00f6l\u00e7\u00fcde t\u0131kanm\u0131\u015ft\u0131r. \u00c7al\u0131\u015fma d\u00fczeninin AKP ve Erdo\u011fan eliyle \u201c<em>Orman kanunlar\u0131<\/em>\u201dn\u0131n ge\u00e7erli hale getirildi\u011fi bu ortamda i\u015f\u00e7i s\u0131n\u0131f\u0131 ekonomik (\u00fccret) ve sosyal (haklar ve ya\u015fam ko\u015fullar\u0131) olarak da bir b\u00fcy\u00fck y\u0131k\u0131m\u0131n i\u00e7ine itilmi\u015ftir.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Ad\u0131m ad\u0131m \u201cmutlak olarak yoksulla\u015fma\u201d s\u00fcreci<\/strong><\/p>\n<p>Bilindi\u011fi gibi, AKP ve Erdo\u011fan \u201c<em>3Y<\/em>\u201d, \u201c<em>yoksulluk, yolsuzluk, yasaklar<\/em>\u201d kar\u015f\u0131tl\u0131\u011f\u0131 slogan\u0131n\u0131 bayrak edinerek, y\u0131\u011f\u0131nlar\u0131n kar\u015f\u0131s\u0131na \u00e7\u0131kt\u0131. Gelinen yerde ise 3Y ile \u00f6zde\u015fle\u015fmi\u015f bir siyasi mihrak haline gelmi\u015f bulunmaktad\u0131r. Fakat AKP ve Erdo\u011fan iktidar\u0131n\u0131n kurulu\u015funda i\u00e7kin olan bu \u00f6z\u00fc, AKP\u2019nin tekelci sermayenin partisi oldu\u011funu uzun bir s\u00fcre i\u015f\u00e7i s\u0131n\u0131f\u0131 ve emek\u00e7i halk kitleleri g\u00f6rememi\u015ftir. Bunun ba\u015fl\u0131ca nedenlerinden biri emek\u00e7i kitlelerin bilin\u00e7 ve \u00f6rg\u00fctl\u00fcl\u00fck d\u00fczeyinin gerili\u011fiyken; bir di\u011fer neden \u00e7ok daha bask\u0131n olmu\u015ftur. \u0130ktidara geldi\u011finde emperyalistler ve uluslararas\u0131 finans gruplar\u0131 likidite bollu\u011fu ya\u015f\u0131yor; mali sermaye deyim yerindeyse \u201c<em>akaca\u011f\u0131 alanlar<\/em>\u201d ar\u0131yordu. Bu \u201c<em>s\u0131cak para<\/em>\u201d bollu\u011funda s\u00f6z\u00fcm ona \u201c<em>ucuz maliyet<\/em>\u201dle bol bol bor\u00e7lanan AKP h\u00fck\u00fcmeti, i\u00e7eride \u201c<em>d\u00fc\u015f\u00fck faiz<\/em>\u201dle kredi musluklar\u0131n\u0131 sonuna kadar a\u00e7t\u0131. 2001 ekonomik krizinin y\u00fckleri, \u0130MF ve DB\u2019nin mutemet adam\u0131 Kemal Dervi\u015f\u2019in nezaretinde \u201c<em>g\u00fc\u00e7l\u00fc ekonomiye ge\u00e7i\u015f program\u0131<\/em>\u201d ad\u0131yla devreye sokulan uygulamalarla i\u015f\u00e7i s\u0131n\u0131f\u0131 ve emek\u00e7i halk\u0131n s\u0131rt\u0131na y\u0131k\u0131lm\u0131\u015f, ekonomi zaten yeni bir canlanma s\u00fcrecine girmi\u015fti.<\/p>\n<p>AKP ve Erdo\u011fan \u201c<em>s\u0131cak para<\/em>\u201d ak\u0131\u015f\u0131n\u0131n da sa\u011flad\u0131\u011f\u0131 destekle \u201c<em>ekonomiyi \u00e7\u00f6k\u00fcnt\u00fcden kurtarma<\/em>\u201d payesini kullanma olana\u011f\u0131 bulmu\u015f ve bu demagoji y\u0131\u011f\u0131nlar nezdinde b\u00fcy\u00fck \u00f6l\u00e7\u00fcde al\u0131c\u0131 bulmu\u015ftur. Bu s\u00fcrecin i\u015f\u00e7i ve emek\u00e7iler \u00fczerindeki etkileri de olumlu y\u00f6nde olmu\u015ftur. \u00dccretler belli d\u00fczeyde iyile\u015fmi\u015f, al\u0131m g\u00fcc\u00fc artm\u0131\u015f, i\u015f\u00e7iler d\u00fc\u015f\u00fck faizle bor\u00e7lanarak ev, araba alma imkan\u0131 bulmu\u015ftur. Bu \u201c<em>lale devri<\/em>\u201dnin s\u00fcrgit devam\u0131 m\u00fcmk\u00fcn de\u011fildi. \u201c<em>El eliyle a\u015f\u0131k atma<\/em>\u201dn\u0131n nihayetinde bir sonu olacakt\u0131 ve 2008 d\u00fcnya ekonomik krizi ka\u00e7\u0131n\u0131lmaz olan bu sonun ba\u015flang\u0131c\u0131 oldu. \u015eemsiye terse d\u00f6nd\u00fc. Y\u00fcksek teknoloji ile \u00fcretim yapan fabrikalarda 118 bin, orta-y\u00fcksek teknoloji ile \u00fcretim yapan fabrikalarda 860 bin, orta-d\u00fc\u015f\u00fck teknoloji ile \u00fcretim yapan fabrikalarda 1 milyon 193 bin, d\u00fc\u015f\u00fck teknoloji ile \u00fcretim yapan fabrikalarda 2 milyon 218 bin i\u015f\u00e7i \u00e7al\u0131\u015f\u0131yor.<\/p>\n<p>Bu fabrikalar\u0131n toplam cirosu ise 5 trilyon 118 milyar lira. Y\u00fcksek teknoloji ile \u00fcretim yapan patronlar\u0131n toplam cirosu 151 milyar 472 milyon lira. Y\u0131l\u0131n ilk 5 ay\u0131nda ayda 371 lira vergi \u00f6deyen i\u015f\u00e7i, kalan aylarda ayl\u0131k olarak 495 lira vergi \u00f6dedi.<\/p>\n<p>T\u00fcrkiye\u2019nin en b\u00fcy\u00fck patronlar\u0131 ile T\u00fcrkiye metal sanayinde \u00f6rg\u00fctl\u00fc sendikalar\u0131n imzalad\u0131\u011f\u0131 MESS grup toplu i\u015f s\u00f6zle\u015fmesinin uyguland\u0131\u011f\u0131 i\u015fyerlerinde \u00e7al\u0131\u015fan i\u015f\u00e7inin ortalama \u00fccreti, asgari \u00fccret kar\u015f\u0131s\u0131nda s\u00fcrekli geriledi. 2010 y\u0131l\u0131nda metal i\u015f\u00e7isinin ortalama saat \u00fccreti 6,19 lirayken, asgari \u00fccret 729 lirayd\u0131. Oran 2022\u2019de y\u00fczde 23\u2019e \u00e7\u0131kar\u0131ld\u0131. 2022 y\u0131l\u0131nda devasa k\u00e2rlar elde eden \u015firketler, 2023\u2019ten itibaren tekrar y\u00fczde 20 kurumlar vergisi \u00f6deyecek.<a href=\"#_ftn9\" name=\"_ftnref9\">[9]<\/a><\/p>\n<p>Ancak baz\u0131 d\u00fczenlemeler nedeniyle kimi patronlar bu oranda dahi vergi \u00f6demeyecek.<\/p>\n<p>2009 y\u0131l\u0131ndan itibaren y\u00fcr\u00fcrl\u00fckte olan te\u015fvik belgeli yat\u0131r\u0131mlarla en az y\u00fczde 20 oran\u0131nda halka arz edilen ve Borsa \u0130stanbul\u2019da ilk kez i\u015flem g\u00f6recek kurumlar be\u015f y\u0131l s\u00fcreyle y\u00fczde 2 daha az vergi \u00f6deyecek.<\/p>\n<p>22 Ocak 2022\u2019de yap\u0131lan yasal d\u00fczenleme, sanayi patronlar\u0131yla ihracat\u00e7\u0131ya da daha d\u00fc\u015f\u00fck vergi verme imkan\u0131 tan\u0131d\u0131. \u0130malat\u00e7\u0131 ve ihracat\u00e7\u0131n\u0131n \u00fcretim ile ihracattan elde ettikleri kazan\u00e7lara y\u00fczde 1 ek vergi indirimi uygulanacak.<\/p>\n<p>T\u00fcm bunlar\u0131n yan\u0131nda yat\u0131r\u0131m fonlar\u0131ndan elde edilen k\u00e2r paylar\u0131nda kurumlar vergisi istisnas\u0131 sa\u011flanacak, KKM\u2019de mevduat tutan \u015firketlere de ek vergi istisnalar\u0131 sa\u011flanacak.<\/p>\n<p>Ek olarak, AKP taraf\u0131ndan meclise getirilen ve kamuya olan bor\u00e7lar\u0131n yap\u0131land\u0131r\u0131lmas\u0131n\u0131 i\u00e7eren kanun teklifi Plan ve B\u00fct\u00e7e Komisyonu&#8217;nda kabul edildi. Buna g\u00f6re, eme\u011fin milli gelirden ald\u0131\u011f\u0131 pay, 5 y\u0131lda y\u00fczde 30,22\u2019den y\u00fczde 25,4\u2019e kadar geriledi.<\/p>\n<p>Patronlar\u0131n ald\u0131\u011f\u0131 pay ise artt\u0131. Patronlar\u0131n milli gelirden ald\u0131\u011f\u0131 pay\u0131 g\u00f6steren net i\u015fletme art\u0131\u011f\u0131, 2017\u2019de y\u00fczde 44,24, 2018\u2019de y\u00fczde 44,35, 2019\u2019da y\u00fczde 42,68, 2020\u2019de 43,84, 2021\u2019de 47,01, 2022\u2019de y\u00fczde 54 oldu. Patronlar\u0131n milli gelirden ald\u0131\u011f\u0131 pay, 5 y\u0131lda yakla\u015f\u0131k 10 puan kadar artt\u0131.<a href=\"#_ftn10\" name=\"_ftnref10\">[10]<\/a><\/p>\n<p>B\u00f6ylece 2017\u2019de \u00fclkede elde edilen her 100 liral\u0131k gelirin 32 liras\u0131 i\u015f\u00e7ilerin cebine girerken, bu, 2022\u2019de 25 liraya kadar d\u00fc\u015ft\u00fc. Erdo\u011fan\u2019\u0131n \u2018cemaziy\u00fclevveli\u2019<\/strong><\/p>\n<p>AKP\u2019nin 1980 24 Ocak Kararlar\u0131 ve 12 Eyl\u00fcl rejimine kadar giden bir g\u00f6bek ba\u011f\u0131 var. 12 Eyl\u00fcl askeri fa\u015fist darbesinden 21 y\u0131l sonra kurulmu\u015f olmas\u0131 ya da g\u00f6stermelik bir \u201c<em>12 Eyl\u00fcl yarg\u0131lamas\u0131<\/em>\u201d yapm\u0131\u015f olmas\u0131 bu olguyu de\u011fi\u015ftiremez. O, 24 Ocak Kararlar\u0131 ve 12 Eyl\u00fcl\u2019le olu\u015fan yeni rejimin hem bir sonucu, hem bir \u00fcr\u00fcn\u00fc, hem de devamc\u0131s\u0131d\u0131r. 24 Ocak Kararlar\u0131, IMF ve D\u00fcnya Bankas\u0131 gibi uluslararas\u0131 emperyalist mali kurulu\u015flar\u0131n bir dayatmas\u0131 olarak g\u00fcndeme gelmi\u015ftir. Bu s\u0131rada ekonominin d\u00fcmeninde Erdo\u011fan\u2019\u0131n miras\u00e7\u0131s\u0131 olmakla \u00f6v\u00fcnd\u00fc\u011f\u00fc Turgut \u00d6zal bulunmaktad\u0131r. \u00d6zal\u2019\u0131n ilan etti\u011fi \u201c<em>ihracata dayal\u0131 b\u00fcy\u00fcme modeli<\/em>\u201d, ger\u00e7ekte t\u00fcm\u00fcyle ucuz i\u015fg\u00fcc\u00fcne dayanan \u201c<em>yeni bir emek rejimi<\/em>\u201dnin ilan\u0131 anlam\u0131na geliyordu. Bug\u00fcn i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n i\u00e7ine itildi\u011fi batakl\u0131\u011f\u0131n k\u00f6kleri o zamandan at\u0131lm\u0131\u015ft\u0131r. Erdo\u011fan uluslararas\u0131 sermaye ve i\u015fbirlik\u00e7i tekelci burjuvazinin \u201c<em>has adam\u0131<\/em>\u201dd\u0131r.
