Tayyip Erdo\u011fan\u2019\u0131n, iktidar\u0131n\u0131n politikalar\u0131na itiraz eden herkesi \u201c<em>ihanet cephesi<\/em>\u201dnde \u201c<em>bir araya gelmi\u015f<\/em>\u201d \u201c<em>d\u00fc\u015fmanlar<\/em>\u201d kategorisinde de\u011ferlendirmesi ilk kez olmuyor. Erdo\u011fan devlet iktidar\u0131n\u0131 ele ge\u00e7irdi\u011fine \u201c<em>inand\u0131\u011f\u0131<\/em>\u201d g\u00fcnlerden beri kendisi ve partisini destekleyenleri \u201c<em>millet<\/em>\u201dle e\u015fitleyerek, di\u011ferlerini d\u00fc\u015fman g\u00f6sterici politika izliyor ve bu politikas\u0131n\u0131 d\u00f6nemsel geli\u015fmelere g\u00f6re yeniden ve yeniden uyarl\u0131yor. Bu politika, ama, art\u0131k d\u0131\u015far\u0131daki sava\u015f gereksinmelerinden \u00e7ok, i\u00e7erideki toplumsal \u00e7eli\u015fkilerin daha fazla \u00f6ne \u00e7\u0131kar\u0131lmas\u0131yla \u00f6r\u00fclmeye \u00e7al\u0131\u015f\u0131l\u0131yor. \u201c<em>Yedi D\u00fcvel\u2019in T\u00fcrkiye\u2019ye kar\u015f\u0131 birle\u015fti\u011fi ve \u00fclkenin tehlike alt\u0131nda oldu\u011fu<\/em>\u201d, ya da \u201c<em>Suriye\u2019ye m\u00fcdahale edilmezse T\u00fcrkiye\u2019nin b\u00f6lgedeki \u00e7\u0131karlar\u0131n\u0131n sars\u0131laca\u011f\u0131<\/em>\u201d propagandas\u0131n\u0131n askeri \u201c<em>fetih<\/em>\u201d haritalar\u0131 e\u015fli\u011finde yaratt\u0131\u011f\u0131 \u201c<em>f\u0131rt\u0131na<\/em>\u201d art\u0131k fazla toz kald\u0131rmad\u0131\u011f\u0131ndan, Erdo\u011fan\u2019\u0131n \u201c<em>milletim<\/em>\u201d dedi\u011fi toplum kesimi, K\u00fcrtleri ve Araplar\u0131 zaten i\u00e7ermiyorken, T\u00fcrk k\u00f6kenli olup da iktidara destek yerine ona kar\u015f\u0131 hak talebinde bulunanlar\u0131 da d\u0131\u015flayacak \u015fekilde AKP-MHP \u201c<em>oy potansiyeli<\/em>\u201dne daralm\u0131\u015f oldu. \u00d6yle ki, \u015foven T\u00fcrk milliyet\u00e7ili\u011fiyle \u201c<em>cenk mar\u015flar\u0131<\/em>\u201d \u00e7al\u0131p top-t\u00fcfek ku\u015fanmaya haz\u0131r kesimlerin bir b\u00f6l\u00fcm\u00fc dahi bu s\u00f6zde olmayan \u201c<em>millet<\/em>\u201din i\u00e7inde say\u0131lmaz oldu.<\/p>\n<p><strong>Erdo\u011fan<\/strong>\u2019\u0131n AKP Genel Merkezi\u2019nde, TOBB toplant\u0131s\u0131nda ve 15 Temmuz darbe giri\u015fimi ve onu \u201c<em>Allah\u0131n l\u00fctfu<\/em>\u201d bilip ya da ona d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesinin t\u00fcm ko\u015fullar\u0131n\u0131 \u00f6nceden haz\u0131rlay\u0131p iktidar\u0131n\u0131 sa\u011flamla\u015ft\u0131rma ve kar\u015f\u0131da g\u00f6r\u00fclenlerin t\u00fcm\u00fcyle susturulup ezilmesinin dayana\u011f\u0131na d\u00f6n\u00fc\u015ft\u00fcrme harek\u00e2t\u0131n\u0131n y\u0131l d\u00f6n\u00fcm\u00fcnde yapt\u0131\u011f\u0131 konu\u015fmalar, bu politikan\u0131n s\u0131n\u0131r tan\u0131maz bir bask\u0131 ve sald\u0131rganl\u0131\u011fa geni\u015fleyerek s\u00fcrd\u00fcr\u00fclece\u011finin ilan\u0131yd\u0131.<\/p>\n<p>Bu genellik i\u00e7inde, ama en \u00f6nemli geli\u015fmelerden biri olmakla kalmayan, \u00f6zg\u00fcnl\u00fc\u011f\u00fc ve spesifik \u00f6zelli\u011fiyle iktidar\u0131n\u0131n s\u0131n\u0131fsal konumu ve karakterini daha belirgin bi\u00e7imde a\u00e7\u0131k eden ise, iktidar\u0131na \u201c<em>ulvi<\/em>\u201d ve \u201c<em>kutsi<\/em>\u201d vas\u0131flar y\u00fckleyerek, halk \u00fczerindeki etkisini art\u0131rmaya \u00e7al\u0131\u015fan Erdo\u011fan\u2019\u0131n, OHAL ile i\u015f\u00e7i grevleri aras\u0131nda dolays\u0131zca kurdu\u011fu ili\u015fki idi. AKP Genel Ba\u015fkan\u0131, ilkinin ikincisine kar\u015f\u0131 bir duvar ve dikenli tel \u00e7eki\u015f de\u011fil, sadece, gerekti\u011finde dip\u00e7ik ve kur\u015fun olarak da i\u015fleyece\u011fini \u201c<em>cesurane bir \u015fekilde<\/em>\u201d ve dobra dobra ilan etti.<\/p>\n<p>12\/07\/2017 tarihinde TOBB Kabul Salonu\u2019nda yabanc\u0131 sermayeli yat\u0131r\u0131mc\u0131lara hitaben yapt\u0131\u011f\u0131 konu\u015fmas\u0131nda \u015f\u00f6yle diyordu Erdo\u011fan: \u201c<em>OHAL\u2019i, i\u015f d\u00fcnyam\u0131z daha iyi \u00e7al\u0131\u015fs\u0131n diye yap\u0131yoruz. Soruyorum, i\u015f d\u00fcnyan\u0131zda herhangi bir s\u0131k\u0131nt\u0131n\u0131z, aksaman\u0131z var m\u0131? Biz g\u00f6reve geldi\u011fimizde OHAL vard\u0131. Ama b\u00fct\u00fcn fabrikalar grev tehdidi alt\u0131ndayd\u0131. Hat\u0131rlay\u0131n o g\u00fcnleri. \u015eimdi b\u00f6yle bir \u015fey var m\u0131? Diyoruz ki hay\u0131r, burada greve m\u00fcsaade etmiyoruz, \u00e7\u00fcnk\u00fc i\u015f d\u00fcnyam\u0131z\u0131 sarsamazs\u0131n\u0131z.<\/em>\u201d<\/p>\n<p>Bir s\u0131n\u0131ftan yana ve o s\u0131n\u0131f ad\u0131na, bir ba\u015fka s\u0131n\u0131fa kar\u015f\u0131 duru\u015fun sesiydi, duyulan. Sermaye sahiplerine, kapitalistlere \u00e7\u0131karlar\u0131n\u0131 an\u0131msatmas\u0131, onlar\u0131n \u00e7\u0131karlar\u0131 i\u00e7in \u00e7aba g\u00f6sterdiklerini; o \u00e7\u0131karlar\u0131 i\u015f\u00e7ilere kar\u015f\u0131 savunmak \u00fczere politikalar geli\u015ftirdiklerini, OHAL\u2019in de bu do\u011frultuda i\u015flevli k\u0131l\u0131nd\u0131\u011f\u0131n\u0131 s\u00f6yleme ihtiyac\u0131, onlar\u0131n kendi \u00e7\u0131karlar\u0131n\u0131n bilincinde olmamalar\u0131 ya da rekabet kaynakl\u0131 \u00e7eli\u015fkilerin yol a\u00e7t\u0131\u011f\u0131 g\u00fcvensizlik ve farkl\u0131l\u0131klara ra\u011fmen siyasal iktidar\u0131n burjuva \u00e7\u0131karlar\u0131yla ba\u011f\u0131n\u0131 g\u00f6rmemeleriyle ba\u011fl\u0131 de\u011fildi elbette. Burjuvazi, tarihsel deneyim birikimine sahip olarak, kendisinin, i\u015f\u00e7iler ve di\u011fer emek\u00e7iler kar\u015f\u0131s\u0131nda farkl\u0131 ve egemen konumuyla ba\u011fl\u0131 \u00e7\u0131karlar\u0131n\u0131n fark\u0131na daha erken ve daha h\u0131zl\u0131 varma olanaklar\u0131na sahiptir.<\/p>\n<p>T\u00fcrkiye Odalar Borsalar Birli\u011fi Salonu\u2019nda bir araya gelmi\u015f \u201c<em>i\u015f d\u00fcnyas\u0131<\/em>\u201dn\u0131n kimi temsilcilerinin, \u00f6zellikle de T\u00dcS\u0130AD\u2019\u0131n kimi b\u00fcy\u00fck \u201c<em>aile<\/em>\u201dlerinin bir y\u0131l\u0131n\u0131 tamamlam\u0131\u015f olan OHAL\u2019in kald\u0131r\u0131lmas\u0131ndan yana e\u011filim belirtmeleri elbette nedensiz de\u011fildir: D\u0131\u015f sermayeli ve d\u0131\u015f sermaye ortakl\u0131 \u201c<em>yat\u0131r\u0131mc\u0131<\/em>\u201d b\u00fcy\u00fck patronlar, b\u00fcy\u00fck \u00e7o\u011funlu\u011fuyla, uluslararas\u0131 sermaye ile ili\u015fkili bir faaliyet y\u00fcr\u00fct\u00fcrler. Erdo\u011fan iktidar\u0131n\u0131n belirli b\u00fcy\u00fck sermaye gruplar\u0131yla organik ba\u011f\u0131n\u0131 biliyorlar, orta\u011f\u0131 ya \u00e7o\u011funluk hissesine sahip olduklar\u0131 i\u015fletmelerin zarar g\u00f6rd\u00fc\u011f\u00fc kimi uygulamalar\u0131n iktidar taraf\u0131ndan geli\u015ftirildi\u011finin; i\u015f ortaklar\u0131n\u0131n b\u00fcy\u00fck miktarl\u0131 parasal cezaland\u0131rmalar ve devlet ihalelerinden d\u0131\u015flanma y\u00f6ntemleriyle bask\u0131 al\u0131na al\u0131nd\u0131\u011f\u0131n\u0131n fark\u0131ndalar. Erdo\u011fan iktidar\u0131n\u0131n uygulama \u0131srar\u0131n\u0131 s\u00fcrd\u00fcrd\u00fc\u011f\u00fc gerginlik, \u00e7at\u0131\u015fma ve sava\u015f politikas\u0131n\u0131n yaratt\u0131\u011f\u0131 g\u00fcvensizlik ve istikrars\u0131zl\u0131k ortam\u0131n\u0131n giderek a\u011f\u0131rla\u015fmas\u0131yla ba\u011fl\u0131 belirsizlikler \u201c<em>yar\u0131n ne olaca\u011f\u0131<\/em>\u201dn\u0131 da belirsizle\u015ftirmekte; bu da, b\u00fct\u00fcn toplum kesimleri gibi, hatta onlardan da fazla sermaye sahiplerini kayg\u0131ya s\u00fcr\u00fcklemektedir. Toplumsal b\u00f6l\u00fcnme sadece s\u0131n\u0131fsal temelde olmay\u0131p, etnik, k\u00fclt\u00fcrel, dini \u00f6\u011felerle belirlenen \u00e7ok \u00e7e\u015fitli par\u00e7al\u0131l\u0131klar \u00fczerinden z\u0131t u\u00e7lara do\u011fru s\u00fcr\u00fcklenmi\u015f; \u201c<em>siyasal \u0130slamc\u0131l\u0131k<\/em>\u201d ve \u015foven milliyet\u00e7ilik iktidar parolas\u0131 haline getirilmi\u015ftir. OHAL\u2019in i\u015f\u00e7ilerin m\u00fccadelesine kar\u015f\u0131 bir t\u00fcr paratoner i\u015flevi g\u00f6rd\u00fc\u011f\u00fcn\u00fc bilmelerine ve \u201c<em>herkes i\u00e7in demokrasi<\/em>\u201d isteyecek denli s\u0131n\u0131f k\u00f6r\u00fc olmamalar\u0131na kar\u015f\u0131n, yurtta\u015flar\u0131n on milyonlarcas\u0131n\u0131 kar\u015f\u0131ya alarak uygulanan a\u011f\u0131r bask\u0131 politikas\u0131n\u0131n y\u0131\u011f\u0131nlarda yaratt\u0131\u011f\u0131 tepki birikiminin neden olabilece\u011fi b\u00fcy\u00fck patlamalar olas\u0131l\u0131\u011f\u0131n\u0131 hesaba katmakta; s\u0131n\u0131fsal \u00e7\u0131karlar\u0131n\u0131n daha b\u00fcy\u00fck darbeler almamas\u0131 i\u00e7in bask\u0131 dozunun d\u00fc\u015f\u00fcr\u00fclmesini istemektedirler.<\/p>\n<p>Kapitalizm istikrars\u0131zl\u0131kla malul olmas\u0131na kar\u015f\u0131n \u201c<em>istikrar aray\u0131\u015f\u0131<\/em>\u201d sermaye \u00e7\u0131karlar\u0131 a\u00e7\u0131s\u0131ndan ayk\u0131r\u0131l\u0131k olu\u015fturmaz. \u0130stikrars\u0131zl\u0131k ve kriz durumu en b\u00fcy\u00fck sermaye gruplar\u0131n\u0131n daha g\u00fc\u00e7s\u00fczlere kar\u015f\u0131 pazar paylar\u0131n\u0131 b\u00fcy\u00fctmeleri ve k\u00fc\u00e7\u00fckleri piyasadan silmeleri i\u00e7in olanak sa\u011flamakla birlikte, toplumsal karga\u015fa, y\u0131k\u0131m, \u00e7at\u0131\u015fma ve iflaslar dolay\u0131m\u0131yla onlar\u0131 da g\u00fcvensizlik \u00e7emberine sokar ve \u00e7e\u015fitli tehditlerle y\u00fcz y\u00fcze getirir. T\u00dcS\u0130AD\u2019\u0131n kimi b\u00fcy\u00fck sermaye gruplar\u0131n\u0131n belirli baz\u0131 itirazlar\u0131nda b\u00fct\u00fcn bunlar\u0131n pay\u0131 vard\u0131r. Erdo\u011fan\u2019\u0131n TOBB Salonu\u2019nda \u201c<em>sizin \u00e7\u0131karlar\u0131n\u0131z\u0131 savunuyoruz, daha ne istiyorsunuz?<\/em>\u201d anlam\u0131ndaki hayk\u0131r\u0131\u015f\u0131 bu itiraz\u0131n toplumsal etkisine duyulan tepkiyle birlikte iktidar\u0131n g\u00fc\u00e7 kayb\u0131 kayg\u0131yla da ili\u015fkiliydi. B\u00fcy\u00fck sermaye ba\u015fta olmak \u00fczere, kapitalistlere g\u00fcvence verme gereksinmesiyle ba\u011fl\u0131 bu i\u015f\u00e7i kar\u015f\u0131tl\u0131\u011f\u0131 ilan\u0131n\u0131n i\u015f\u00e7i s\u0131n\u0131f\u0131 saflar\u0131nda ne t\u00fcr bir tutuma yol a\u00e7aca\u011f\u0131ysa, s\u0131n\u0131f m\u00fccadelesinin bundan b\u00f6yle alaca\u011f\u0131 bi\u00e7im ve boyutlar\u0131 a\u00e7\u0131s\u0131ndan belirleyici \u00f6nem ta\u015f\u0131yacak.<\/p>\n<p><strong>\u0130\u015e\u00c7\u0130LER NE YAPACAK(LAR)?<\/strong><\/p>\n<p>Yeni ve \u201c<em>tarihi bir ba\u015flang\u0131\u00e7<\/em>\u201dtan s\u00f6z ederek kendi iktidarlar\u0131yla birlikte her \u015feyin de\u011fi\u015fti\u011fini ilan eden siyasal iktidar\u0131n ortaya koydu\u011fu bir \u201c<em>\u00f6l\u00e7\u00fc<\/em>\u201d var: Ya kendilerince tarif edilen kabullenilerek \u201c<em>yeni kurulu\u015f<\/em>\u201dun lideriyle onun tan\u0131mlad\u0131\u011f\u0131 \u201c<em>millet ve de\u011ferlerin<\/em>\u201dde birle\u015filecek ya da kar\u015f\u0131da yer al\u0131narak, d\u00fc\u015fmanlara uygulanacak politika g\u00f6ze al\u0131nacak! Bu dayatman\u0131n k\u0131stas\u0131na g\u00f6re, i\u015f\u00e7i grevleri dolay\u0131m\u0131nda i\u015f\u00e7iler, Erdo\u011fan ve propagandistlerince tan\u0131mlanan \u201c<em>millet<\/em>\u201din i\u00e7inde de\u011fil, d\u0131\u015f\u0131nda ve kar\u015f\u0131dad\u0131rlar! Bu tutum ve g\u00f6r\u00fc\u015f, ku\u015fku yok ki, ilk kez a\u00e7\u0131klanm\u0131yor. Metal i\u015f\u00e7ilerinin grevi s\u0131ras\u0131nda da, Erdo\u011fan, RENO\u2019nun Frans\u0131z b\u00fcy\u00fck patronuna seslenerek, i\u015f\u00e7ilere m\u00fcdahale etmelerini istemi\u015fti. T\u00fcrk milliyet\u00e7isi ve islamc\u0131 iktidar\u0131n \u201c<em>Reisi<\/em>\u201d, \u201c<em>muhafazak\u00e2r ve milliyet\u00e7i<\/em>\u201d olduklar\u0131n\u0131 s\u00f6yleyen, AKP ve MHP\u2019ne oy verdiklerini a\u00e7\u0131klayan i\u015f\u00e7ilere kar\u015f\u0131, Frans\u0131z b\u00fcy\u00fck sermayesine, birlikte m\u00fcdahale \u00e7a\u011fr\u0131s\u0131nda bulunuyordu. Burjuva s\u0131n\u0131f tutumunun uluslararas\u0131 sergilenmesinin tek olmayan, ama \u00e7arp\u0131c\u0131 bir \u00f6rne\u011fiydi ya\u015fanan.<\/p>\n<p>Burjuva siyasetinin karanl\u0131k labirentlerinde ve her bir \u201c<em>makam y\u00fckseli\u015fi<\/em>\u201dnde getirisi art\u0131r\u0131lm\u0131\u015f entrikalarla kotar\u0131lan \u201c<em>ba\u015f y\u00f6netici<\/em>\u201dlik konumundan ilan edilen tutumun s\u0131n\u0131f karakteri olduk\u00e7a nettir: \u201c<em>\u015eimdi grev tehdidi olan yere biz OHAL&#8217;den istifadeyle an\u0131nda m\u00fcdahale ediyoruz. Bu \u00e7eli\u015fkiler, \u00e7eli\u015fkili \u201c<em>b\u00fct\u00fcn<\/em>\u201d\u00fcn \u00f6tesine ge\u00e7me potansiyelini, olanaklar\u0131n\u0131 ve g\u00fc\u00e7lerini de i\u015faret ederler. Tarihsel s\u00fcre\u00e7lerin belirli kesitleri ya da d\u00f6nemlerinde de bu i\u00e7sel \u00e7eli\u015fkilerle ba\u011fl\u0131 zorunluluklar vard\u0131r. Maddi ger\u00e7ek ili\u015fkiler bir bi\u00e7imde d\u00fc\u015f\u00fcncede de yans\u0131r ve yans\u0131t\u0131l\u0131rlar. Ya\u015fanan, bu bak\u0131mdan, \u00e7eli\u015fkili toplumsal ger\u00e7ekli\u011fin egemenler cephesinden d\u0131\u015fa vurumudur.<\/p>\n<p>Bu tutum, i\u015f\u00e7i hareketinin da\u011f\u0131n\u0131kl\u0131\u011f\u0131, \u00f6rg\u00fcts\u00fczl\u00fc\u011f\u00fcn\u00fcn b\u00fcy\u00fckl\u00fc\u011f\u00fc, s\u0131n\u0131f tutumu geli\u015ftirme ve almadaki zay\u0131fl\u0131k ve zaaf\u0131yla birlikte sendika aristokrasisinin sermaye ve h\u00fck\u00fcmet yanl\u0131s\u0131 politikalar\u0131ndan g\u00fc\u00e7 almaktad\u0131r. \u0130\u015f\u00e7i s\u0131n\u0131f\u0131 a\u00e7\u0131s\u0131ndan bu tutum ve bu durum, ilan edilmi\u015f ve asl\u0131nda binlerce kez ve neredeyse her g\u00fcn g\u00f6sterilen bir tutumu anlama; bu tutumun kendisinin \u00e7\u0131karlar\u0131yla kar\u015f\u0131tl\u0131k g\u00f6sterdi\u011fini kavrama; hareketi ve m\u00fccadelesinin g\u00fcncel durumunu g\u00f6rmenin yan\u0131 s\u0131ra, b\u00fct\u00fcn bunlar\u0131n de\u011fi\u015ftirilmesi gereklili\u011fini bilerek, bunun sorumlulu\u011funu yerine getirme etkeni, nedeni ve hatta \u00e7a\u011fr\u0131s\u0131 olmal\u0131d\u0131r.<\/p>\n<p><strong>NEDEN B\u00d6YLE OLMALIDIR?<\/strong><\/p>\n<p>Direni\u015fte olan ya da olmayan i\u015f\u00e7i kesimleriyle baz\u0131 sendika s\u00f6zc\u00fcleri taraf\u0131ndan yap\u0131lan a\u00e7\u0131klamalar, Erdo\u011fan\u2019ca ilan edilen siyasal iktidar tutumunun \u00fccretler\/\u00e7al\u0131\u015fma ko\u015fullar\u0131 dolay\u0131ml\u0131 bir perspektifte ve g\u00fcncel grevlerin s\u0131n\u0131rlar\u0131 i\u00e7inde g\u00f6r\u00fcl\u00fcp de\u011ferlendirildi\u011fini g\u00f6steriyor.
