Devlet y\u00f6neticilerinden stratejistlere, ekonomistlerden filozoflara kadar geni\u015f bir kesimin, akt\u00fcel verileri kendilerine \u00f6zg\u00fc analiz y\u00f6ntemleri ile analiz edip geli\u015fig\u00fczel kolajlayarak ortaya \u00e7\u0131kard\u0131klar\u0131 tablo her birinin elinde farkl\u0131 renklere boyansa da, \u00e7o\u011funun odakland\u0131\u011f\u0131 nokta bir <em>deux ex machina* <\/em>rol\u00fcy\u00fcklenen vir\u00fcs\u00fcn eski d\u00fcnya ile yeni d\u00fcnya aras\u0131ndaki pasaj\u0131 a\u00e7acak bir g\u00fcce sahip oldu\u011fuydu.<em>Taraflar, kayna\u011f\u0131 ister \u00c7in\u2019in yenilebilir yarasalar\u0131n\u0131 bar\u0131nd\u0131ran \u2018derin do\u011fas\u0131\u2019ndan, ister kapitalizmin a\u015f\u0131r\u0131 kar h\u0131rs\u0131n\u0131n \u00fcr\u00fcn\u00fc tahrip edilmi\u015f do\u011fadan, isterse i\u015flenmi\u015f ikinci do\u011fan\u0131n in\u015fa edili\u015f s\u00fcrecinin \u00fcr\u00fcn\u00fc olsun Covid 19\u2019un, normal gidi\u015fat\u0131n s\u00fcrd\u00fcr\u00fclemez oldu\u011funu ve bu y\u00fczden yeni bir d\u00fczenin kurulmas\u0131 gerekti\u011fini kan\u0131tlad\u0131\u011f\u0131nda anla\u015fmaktayd\u0131lar. <\/em><\/p>\r\n\r\n\r\n\r\n<p><em>Sistemin ipli\u011fini pazara \u00e7\u0131karan bu do\u011fa olay\u0131, burjuva liberal siyasetin kurucu atalar\u0131ndan Hobbes\u2019un terminolojisiyle, d\u00fcnyay\u0131 ancak yeni bir toplumsal s\u00f6zle\u015fme ile \u00e7\u0131k\u0131labilecek, siyaset \u00f6ncesi bir \u2018do\u011fa durumu\u2019na geri g\u00f6t\u00fcrm\u00fc\u015f oldu\u011fundan karantina sonras\u0131 yeni bir \u2018s\u00f6zle\u015fme\u2019 i\u00e7in bir olanak olarak de\u011ferlendirilmeliydi. <\/em>Ya da ayn\u0131 Hobbes\u2019un teorisine uygun olarak \u201c<em>salg\u0131n siyasetin saf halini ortaya \u00e7\u0131karm\u0131\u015f, y\u00f6netici grubun insanlara ne yapacaklar\u0131n\u0131 s\u00f6ylemesi ve insanlar\u0131n hayatta kalmak ad\u0131na bunu kabul etmesi<\/em>\u201d s\u00f6z konusu olmu\u015ftu. \u201c<em>Bir nevi salg\u0131n hali bizi do\u011fa durumuna geri g\u00f6t\u00fcrd\u00fc ve biz de kendimizi koruma ad\u0131na \u00f6zg\u00fcrl\u00fc\u011f\u00fcm\u00fcz\u00fc siyasi iktidara teslim ettik. Salg\u0131n s\u00fcrecinde siyasetin \u00f6z\u00fcn\u00fcn d\u00fczen ve istikrar oldu\u011funa ikna olduk.<\/em>\u201d<a href=\"#_ftn1\">[1]<\/a><\/p>\r\n\r\n\r\n\r\n<p><em>E\u015fikte sosyal devlet\u00e7ili\u011fin bekledi\u011fini d\u00fc\u015f\u00fcnen yeni Keynesyenler sava\u015f sonras\u0131 neoliberal serbest piyasa modelinin s\u0131n\u0131rlar\u0131na varm\u0131\u015f oldu\u011funu, buradan e\u015fitlik\u00e7i, \u2018ali\u2019 devletin geri d\u00f6nebilece\u011fini s\u00f6yl\u00fcyor; daha karamsar olanlar ise daha otoriter, despotik rejimlerin do\u011faca\u011f\u0131n\u0131 ileri s\u00fcr\u00fcyorlard\u0131.<\/em><a href=\"#_ftn2\">[2]<\/a><em> Birka\u00e7 solcu ayd\u0131n bu her \u015feyi a\u00e7an anahtar\u0131n insanl\u0131\u011f\u0131 sosyalizme, kom\u00fcnizme veya en az\u0131ndan daha e\u015fitlik\u00e7i bir d\u00fcnyaya ta\u015f\u0131yaca\u011f\u0131 kehanetinde bulunmaktayd\u0131lar. Kimilerine g\u00f6re de salg\u0131nla birlikte iyice g\u00f6r\u00fcn\u00fcr olan e\u015fitsizli\u011fi telafi edecek demokratik bir b\u00f6l\u00fc\u015f\u00fcm sistemi olu\u015fturmak gerekiyordu.<\/em><a href=\"#_ftn3\">[3]<\/a><\/p>\r\n\r\n\r\n\r\n<p><em>Covid 19\u2019un s\u0131n\u0131f fark\u0131 g\u00f6zetmeden \u00f6ld\u00fcrd\u00fc\u011f\u00fc iddias\u0131 \u00f6l\u00fcm ve hastal\u0131\u011fa yakalanma raporlar\u0131n\u0131n sosyolojik d\u00f6k\u00fcm\u00fcyle \u00e7\u00f6pe at\u0131lm\u0131\u015f olsa da s\u00f6m\u00fcrenler ile s\u00f6m\u00fcr\u00fclenler, emek ve sermaye aras\u0131ndaki ili\u015fkiyi ancak pandemi sayesinde a\u00e7\u0131\u011fa \u00e7\u0131kan ger\u00e7eklerle gerek\u00e7elendirerek yeniden d\u00fczenlemeye, siyaset \u00f6tesi veya d\u0131\u015f\u0131ndan bir retorik e\u015fli\u011finde kalk\u0131\u015fabilmek i\u00e7in arka planda bu s\u0131n\u0131f, \u0131rk, dil, din ve milliyet ay\u0131rmayan \u201c<\/em><em>her \u015fey \u00fcst\u00fc<\/em><em>\u201d vir\u00fcs\u00fcn varl\u0131\u011f\u0131 \u00f6nemliydi. Gidi\u015fat\u0131n ask\u0131ya al\u0131nd\u0131\u011f\u0131 \u2018siyaset \u00f6tesi do\u011fa durumu\u2019nda toplumsal ili\u015fkiler yeniden d\u00fczenlenebilir, devlet yeniden \u015fekillendirilebilir, kapitalizmin krizi kontrol alt\u0131na al\u0131nabilir ve toplumun kay\u0131plar\u0131 telafi edilebilir ve d\u00fczen ray\u0131na sokulabilirdi.<\/em><\/p>\r\n\r\n\r\n\r\n<p><em>Bu tart\u0131\u015fmalar\u0131n b\u00fcy\u00fck \u00e7o\u011funlu\u011fu d\u00fczenleyici \u00f6\u011fe olarak b\u00fcy\u00fck devletlerin rol\u00fcne i\u015faret etmi\u015fler; devletin i\u015flevini yeniden tan\u0131mlamaya giri\u015fmi\u015fler ve ayr\u0131ca sermaye s\u0131n\u0131f\u0131n\u0131n demokratik e\u011filimlerinin k\u0131\u015fk\u0131rt\u0131labilece\u011fini d\u00fc\u015f\u00fcnm\u00fc\u015flerdir. \u0130\u015f\u00e7i ve emek\u00e7i s\u0131n\u0131flar\u0131n m\u00fcdahale potansiyellerini hi\u00e7 g\u00f6z \u00f6n\u00fcnde bulundurmad\u0131klar\u0131ndan veya hi\u00e7 de\u011filse pandemiden \u00e7ok k\u0131sa bir s\u00fcre \u00f6nce \u00e7ok geni\u015f bir co\u011frafyaya yay\u0131lan hareketleri yaratan d\u00fcnya ezilenlerinin kar\u015f\u0131lanmam\u0131\u015f taleplerini s\u0131n\u0131f perspektifiyle terc\u00fcme etmediklerinden tekelci sermaye ve iktidarlar\u0131 kendi kendini d\u00f6n\u00fc\u015ft\u00fcren, kendi deneyimlerinden herkes i\u00e7in faydal\u0131 sonu\u00e7lar \u00e7\u0131karmaya muktedir bir kapsay\u0131c\u0131 \u00f6zne olarak yer alm\u0131\u015ft\u0131r. Ge\u00e7mi\u015f s\u0131n\u0131f m\u00fccadelelerinden farkl\u0131 bir m\u00fccadele aray\u0131\u015f\u0131 do\u011fal olarak kapitalizmin nas\u0131l ihya edilece\u011fi sorusuna bulunan yan\u0131tlardan ibaret oldu. Buna g\u00f6re, kom\u00fcnizm veya kamucu restorasyon beklentisi ya da otoriterle\u015fme kehanetinin ak\u0131betini son tahlilde ancak kapitalizmin d\u00fcmeninde olanlar belirleyecekti. <\/em><\/p>\r\n\r\n\r\n\r\n<p><em>Di\u011fer yandan; kapitalizmin d\u00fcmeninde olanlar i\u00e7in ise pandemi bir\u00e7ok \u00fclkede benimsenen Yeni Malthus\u00e7uluk sayesinde sisteme y\u00fck olan unsurlar\u0131 \u2018g\u00fc\u00e7l\u00fc olan ya\u015fas\u0131n\u2019 ay\u0131klanmas\u0131na maruz b\u0131rakman\u0131n; b\u00f6ylece sosyal g\u00fcvenlik kurumlar\u0131na y\u00fck olan ya\u015fl\u0131lar\u0131n, g\u00f6\u00e7menlerin, siyahlar\u0131n, yoksullar\u0131n, giderek geni\u015fleyen yedek i\u015f\u00e7i ordusu n\u00fcfusunun hastal\u0131kla seyreltilmesinin vesilesiydi. Nas\u0131lsa bu g\u00f6zden \u00e7\u0131kar\u0131lmalar\u0131 a\u00e7\u0131klayacak me\u015fru bir neden vard\u0131. Giderek daha a\u011f\u0131r s\u00f6m\u00fcr\u00fc \u015fartlar\u0131nda ya\u015famak zorunda kalan kitlelerin birikmi\u015f \u00f6fkesinin ge\u00e7ici bir s\u00fcre i\u00e7in hedef de\u011fi\u015ftirmesini sa\u011flayabilir ve b\u00f6ylece hastal\u0131kla m\u00fccadele s\u0131ras\u0131nda uygulanan yasaklar bu \u00f6fkenin yak\u0131n gelecekteki muhtemel ifade edili\u015f bi\u00e7imlerine nas\u0131l muamele edilebilece\u011fi ile ilgili tatbikata d\u00f6n\u00fc\u015ft\u00fcr\u00fclebilirdi. Pandemi ekonomik krizin, b\u00f6l\u00fc\u015f\u00fcm sistemindeki adaletsizli\u011fin, hizmetlere ula\u015fmadaki e\u015fitsizli\u011fin de \u00fcst\u00fcn\u00fc kapatabilir, ba\u015fl\u0131ca sorun kaynaklar\u0131n\u0131 g\u00f6r\u00fcnmezle\u015ftirebilirdi de. Emek\u00e7ilerin hareket alan\u0131n\u0131 k\u0131s\u0131tlad\u0131\u011f\u0131 gibi fiziksel olarak da zay\u0131f d\u00fc\u015f\u00fcren vir\u00fcs a\u00e7\u0131k bir yara haline gelmi\u015f kadim problemlerin \u00fczerinden dikkati \u00e7ekebilecekti. <\/em><\/p>\r\n\r\n\r\n\r\n<p><em>Egemen s\u0131n\u0131flar beklenmedik durumlardan en y\u00fcksek faydayla \u00e7\u0131kmaya bakar, g\u00fcndelik hayat ak\u0131\u015f\u0131n\u0131n sekteye u\u011framas\u0131 anlam\u0131ndaki \u2018anormal\u2019, ola\u011fan\u00fcst\u00fc veya d\u0131\u015f\u0131 durumlar\u0131 daha sonra ge\u00e7ilecek bir d\u00fczeni \u015fekillendirmek i\u00e7in kullan\u0131rlar. Sel bask\u0131nlar\u0131 veya depremlerin zaten bu s\u0131n\u0131f\u0131n ajandas\u0131nda olan ama s\u0131n\u0131flar aras\u0131ndaki g\u00fc\u00e7 ili\u015fkilerinin, bir \u00e7\u0131rp\u0131da ger\u00e7ekle\u015fmesine izin vermedi\u011fi kentsel d\u00f6n\u00fc\u015f\u00fcm\u00fc \u2018gerekli\u2019 hale getirdi\u011fi ilan edilebilir; ekonomik kriz milli fedakarl\u0131k, ulusal seferberlik ad\u0131 alt\u0131nda kemerlerin s\u0131k\u0131lmas\u0131 ve emek\u00e7ilerin dana fazla s\u00f6m\u00fcr\u00fclmesine yol a\u00e7an bir mevzuat\u0131n mazeretini; salg\u0131n hastal\u0131klar ge\u00e7ici karantina tecr\u00fcbesinin kalc\u0131la\u015ft\u0131r\u0131lmas\u0131n\u0131n imkanlar\u0131n\u0131 olabilir. Daha \u00f6nceden planlanan ve emek\u00e7ilere hayat\u0131 zindan etmeye ayarl\u0131 iktisadi ve siyasi hamleler yap\u0131labilir, sald\u0131r\u0131 planlar\u0131 b\u00f6yle d\u00f6nemlerde uygulamaya sokulabilir. Bunun olabilmesi i\u00e7in i\u015f\u00e7i ve emek\u00e7i s\u0131n\u0131flar\u0131n, kendilerini fiziksel olarak da zay\u0131f d\u00fc\u015f\u00fcren afet ortam\u0131n\u0131 l\u00fctfa \u00e7evirmeye \u00e7al\u0131\u015fan iktidarlara kar\u015f\u0131 kendi s\u0131n\u0131f \u00e7\u0131karlar\u0131 i\u00e7in m\u00fccadele edebilmenin gerekli ara\u00e7lar\u0131na ve \u00f6rg\u00fctsel g\u00fcc\u00fcne sahip olmamas\u0131 gerekir. <\/em><\/p>\r\n\r\n\r\n\r\n<p><em>Pandemi sonras\u0131ndaki d\u00fcnyadaki geli\u015fmeler bir bak\u0131ma kehanette bulunmaya gerek olmayacak kadar a\u00e7\u0131kt\u0131r. Yeni Normal\u2019in unsurlar\u0131n\u0131n zaten pandemi \u00f6ncesinde u\u00e7 verdi\u011fini, bunlar\u0131n berrakla\u015f\u0131p v\u00fccut kazanmas\u0131 i\u00e7in devletlerin pandemi ko\u015fullar\u0131n\u0131 nas\u0131l bir f\u0131rsata \u00e7evirmeye \u00e7al\u0131\u015ft\u0131\u011f\u0131 herkesin g\u00f6z\u00fc \u00f6n\u00fcnde cereyan etti.<\/em><\/p>\r\n\r\n\r\n\r\n<p><em>Bu yaz\u0131n\u0131n konusu da pandemi ko\u015fullar\u0131n\u0131n \u2018normalle\u015fme\u2019 sonras\u0131ndaki toplumsal ili\u015fkileri yeniden d\u00fczenlemeye adanmas\u0131n\u0131n T\u00fcrkiye\u2019deki bi\u00e7imine odaklanacak. Haziran ba\u015f\u0131ndan itibaren Yeni Normal\u2019e kademeli ge\u00e7ilece\u011fi bizde de ilan edilmi\u015fti. Yeni Normal\u2019in devlet taraf\u0131ndan telaffuz edili\u015fi beklenmedik bir felaket olarak ya\u015fanan Covid 19 salg\u0131n\u0131n\u0131n yeni bir T\u00fcrkiye\u2019ye k\u00f6pr\u00fc kurdu\u011fu imas\u0131n\u0131 i\u00e7ermektedir. \u015eimdiye kadar her musibetten l\u00fctuf \u00e7\u0131karan bir iktidar\u0131n bu salg\u0131ndan da fayda sa\u011flamaya \u00e7al\u0131\u015fmayaca\u011f\u0131 beklenemeyece\u011fi i\u00e7in, bir bak\u0131ma \u2018Yeni Normal\u2019in niteli\u011fi hi\u00e7bir s\u00fcrpriz i\u00e7ermemektedir. <\/em><\/p>\r\n\r\n\r\n\r\n<p><em>Burada ola\u011fand\u0131\u015f\u0131 do\u011fa olaylar\u0131n\u0131n, ya da ola\u011fand\u0131\u015f\u0131 siyasi geli\u015fmelerin tarihsel ak\u0131\u015f\u0131 kesintiye u\u011fratan felaketler haline gelmesi i\u00e7in elinden geleni yapan, bu s\u00fcreci kendi \u00e7\u0131karlar\u0131 i\u00e7in y\u00f6neten egemen s\u0131n\u0131flar\u0131n refleksleri ile benzer bir bi\u00e7imde Covid 19 sonras\u0131ndaki yeniden yap\u0131lanmay\u0131 planlayan, tekelci sermayenin sad\u0131k temsilcisi tek adam y\u00f6netiminin pandemi s\u00fcrecini de bir tatbikat sahas\u0131 olarak de\u011ferlendirerek kurmaya \u00e7al\u0131\u015ft\u0131\u011f\u0131 d\u00fczenle ilgilenilecektir. <\/em><\/p>\r\n\r\n\r\n\r\n<p><em>Ama \u00f6nce bir hat\u0131rlatma. <\/em><\/p>\r\n\r\n\r\n\r\n<p><em><strong>DO\u011eAL FELAKET\u0130N EKONOM\u0130 POL\u0130T\u0130\u011e\u0130<\/strong><\/em><\/p>\r\n\r\n\r\n\r\n<p><em>Salg\u0131n hastal\u0131klar insanl\u0131\u011f\u0131n \u00e7ok eski zamanlar\u0131ndan beri vard\u0131rlar. Ne var ki tahrip edici etkileri daha \u00e7ok b\u00f6lgesel ve d\u00fcnya ticaretine ba\u011fl\u0131 olarak n\u00fcfus hareketlerinin yo\u011funla\u015ft\u0131\u011f\u0131, yery\u00fcz\u00fcn\u00fcn bir u\u00e7tan bir uca ta\u015f\u0131nan emtialar\u0131n\u0131n ayn\u0131 zamanda bakteri ve vir\u00fcsler i\u00e7in yeni konaklara ula\u015fma y\u00fczeyi haline geldi\u011fi zamanlarda yo\u011funla\u015fm\u0131\u015ft\u0131r. <\/em><\/p>\r\n\r\n\r\n\r\n<p><em>T\u0131p bilimi ve sa\u011fl\u0131k teknolojisinin geli\u015fmedi\u011fi zamanlarda d\u00fcnya n\u00fcfusunun \u00f6nemlice bir b\u00f6l\u00fcm\u00fcn\u00fc etkileyerek milyonlarca insan\u0131n \u00f6l\u00fcm\u00fcne, \u00fcretici g\u00fc\u00e7lerin kolay telafi edilemez tahribine, sava\u015flara ak\u0131nlara, k\u0131tl\u0131k ve kitlesel g\u00f6<\/em>\u00e7lere neden olan salg\u0131nlar denk d\u00fc\u015ft\u00fckleri tarihsel d\u00f6n\u00fc\u015f\u00fcm anlar\u0131nda egemen s\u0131n\u0131flar i\u00e7in elveri\u015fli bir anahtar olarak de\u011ferlendirilebilmi\u015flerdir. Teb\u2019an\u0131n zay\u0131f ve savunmas\u0131z durumundan yararlanabilme imkan\u0131 oldu\u011fu s\u00fcrece \u00fcst s\u0131n\u0131flar k\u0131sa ve uzun vadeli hedeflerini ger\u00e7ekle\u015ftirmek i\u00e7in uygun sosyal ko\u015fullar\u0131 kulland\u0131lar. Toplumun eski \u00f6rg\u00fctlenme bi\u00e7imini ve ili\u015fkilerini eski egemenlik kurumlar\u0131 ve y\u00f6ntemleriyle de\u011fi\u015ftirmenin m\u00fcmk\u00fcn olmad\u0131\u011f\u0131, ama bunlar\u0131 de\u011fi\u015ftirmenin bir zaruret olarak belirdi\u011fi zamanlara denk d\u00fc\u015fen do\u011fal afetler ara\u00e7lar\u0131n da bu ara\u00e7lar\u0131n kullan\u0131laca\u011f\u0131 sahan\u0131n da yeniden d\u00fczenlenmesini kolayla\u015ft\u0131rm\u0131\u015ft\u0131r.<\/p>\r\n\r\n\r\n\r\n<p>Bu kolayla\u015ft\u0131r\u0131c\u0131 i\u015flev sadece salg\u0131n hastal\u0131klara \u00f6zg\u00fc de\u011fildir. Friedman\u2019\u0131n bir k\u00f6\u015fede sinsice, ilgi g\u00f6rmeden duran fikirleri i\u015f\u00e7i ve emek\u00e7i s\u0131n\u0131flar\u0131n direncinin k\u0131r\u0131lmas\u0131n\u0131 bekleyen neoliberal tekelci kapitalizmin fikirleriydi ve hayata ge\u00e7ebilmek i\u00e7in \u2018ortamlar\u0131n de\u011fi\u015fimi mecbur k\u0131lmas\u0131n\u0131\u2019 ummaktayd\u0131.<\/p>\r\n\r\n\r\n\r\n<p>Eski s\u00f6m\u00fcrgeleri fethetmek i\u00e7in do\u011fal felaketleri bir ko\u015fum at\u0131 olarak kullananlar\u0131n emperyalist torunlar\u0131 d\u00fcnya emek\u00e7ilerinin b\u00fct\u00fcn kazan\u0131mlar\u0131n\u0131 ortadan kald\u0131rmak ve Sovyetler Birli\u011fi\u2019nden arta kalan ne varsa d\u00fcmd\u00fcz edebilmek i\u00e7in \u2018ortada gezinip durmakta olan fikirler\u2019i hayata ge\u00e7irebilecekleri ko\u015fullar\u0131 beklediler. \u2018Stat\u00fckonun tiranlar\u0131\u2019 olarak g\u00f6rd\u00fckleri, kazan\u0131mlar\u0131n\u0131 koruyan i\u015f\u00e7i ve emek\u00e7ileri sindirebilmek i\u00e7in \u2018ger\u00e7ek ya da hissedilen kriz\u2019 anlar\u0131n\u0131 kovalad\u0131lar.<\/p>\r\n\r\n\r\n\r\n<p>Bu t\u00fcr kriz anlar\u0131ndaki i\u015f\u00e7i ve emek\u00e7ilerin kazan\u0131mlar\u0131n\u0131 tasfiye eden, anti-demokratik uygulamalar\u0131n yolunu a\u00e7an kararlar, topyek\u00fbn kurtulu\u015f i\u00e7in al\u0131nd\u0131\u011f\u0131 propagandas\u0131yla me\u015frula\u015ft\u0131r\u0131lmakta; ge\u00e7ici ve durum gere\u011fi hayata ge\u00e7irilen \u015fiddetin, k\u0131s\u0131tlama ve yasaklamalar\u0131n halk\u0131n\/milletin yak\u0131n gelecekte daha huzurlu olaca\u011f\u0131 bir \u2018Normal\u2019 i\u00e7in gerekti\u011fi iddia edilmektedir.<\/p>\r\n\r\n\r\n\r\n<p>Friedman\u2019\u0131n uygun an\u0131 bekleme ya da ortaya \u00e7\u0131kan kriz anlar\u0131n\u0131 de\u011ferlendirme mant\u0131\u011f\u0131, mali sermayenin, o an gelmeden \u00e7ok \u00f6nce zaten ya fikirler halinde ya da belirli vadedeki hesaplar\u0131 aras\u0131nda bulunan ancak uluslararas\u0131 durum ile i\u00e7erdeki ko\u015fullar\u0131n elveri\u015fli hale gelmesiyle uygulanabilirlik bulan tasavvurlar\u0131n muhatab\u0131 olan i\u015f\u00e7i ve emek\u00e7iler, zaman i\u00e7inde b\u00f6yle l\u00fctuf zamanlar\u0131na s\u0131k\u00e7a maruz b\u0131rak\u0131lm\u0131\u015flard\u0131r.<\/p>\r\n\r\n\r\n\r\n<p>\u0130\u00e7inden ge\u00e7ilmekte olan pandemi s\u00fcreci de bu l\u00fctuf anlar\u0131ndan biridir. O d\u00f6nem HDP\u2019nin Diyarbak\u0131r mitinginde, Suru\u00e7\u2019ta ve Ankara Gar\u0131\u2019nda patlayan bombalar ile toplumsal uzvun ge\u00e7ici \u2018fel\u00e7\u2019e maruz kalmas\u0131 7 Haziran se\u00e7im sonu\u00e7lar\u0131n\u0131n r\u00f6van\u015f\u0131n\u0131n al\u0131nmas\u0131 i\u00e7in bir kald\u0131ra\u00e7 olarak kullan\u0131ld\u0131. Bu fel\u00e7 ve hareket edemezlik hali sonraki irili ufakl\u0131 patlamalarla ge\u00e7ici uzatmalara tabi kald\u0131k\u00e7a devlet kendi i\u00e7 d\u00fczenlemeleriyle i\u00e7erdeki asayi\u015fi tazeleme imkan\u0131 bulmu\u015f oldu.<\/p>\r\n\r\n\r\n\r\n<p>2016\u2019daki 15 Temmuz darbe giri\u015fiminden sonra ilan edilen OHAL emek\u00e7ilere ve emek demokrasi g\u00fc\u00e7lerine bir darbe ortam\u0131nda ya\u015fanabilecek ne varsa ayn\u0131s\u0131n\u0131 ya\u015fatman\u0131n vesilesi oldu. Darbenin hemen ard\u0131ndan ilan edilen OHAL d\u00f6neminde \u00e7ok say\u0131da insan g\u00f6zalt\u0131na al\u0131nd\u0131, bas\u0131n yay\u0131n organlar\u0131 kapat\u0131ld\u0131, \u00fcniversitelerden muhalif kadrolar ay\u0131kland\u0131, memleketin hen\u00fcz sat\u0131lmam\u0131\u015f varl\u0131klar\u0131 sat\u0131ld\u0131, yeni m\u00fclkiyet alanlar\u0131 yarat\u0131ld\u0131.
